Negotiations launched on May 4, 2007, on<br />

a region-to-region basis, but stalled <strong>in</strong> early<br />

2009. In December 2009, EU agreed to<br />

pursue negotiations towards FTAs with<br />

<strong>in</strong>terested <strong>in</strong>dividual <strong>ASEAN</strong> countries,<br />

which could become build<strong>in</strong>g blocks for an<br />

<strong>ASEAN</strong>-wide regional agreement.<br />

Negotiations with S<strong>in</strong>gapore began <strong>in</strong><br />

March 2010. Vietnam has shown <strong>in</strong>terest <strong>in</strong><br />

a bilateral FTA.<br />

Note: On the implementation date <strong>in</strong>dicated, the <strong>ASEAN</strong> FTA enters <strong>in</strong>to force only with respect to those<br />

<strong>ASEAN</strong> countries that have completed their respective legal procedures. The FTA will become effective with<br />

respect to the other <strong>ASEAN</strong> countries once they notify the completion of their respective legal process.<br />

Accord<strong>in</strong>g to the AEC Bluepr<strong>in</strong>t, the <strong>ASEAN</strong> <strong>Economic</strong> M<strong>in</strong>isters (AEM) are <strong>in</strong> charge<br />

of economic <strong>in</strong>tegration and accountable for the overall implementation of the AEC<br />

Bluepr<strong>in</strong>t. Relevant <strong>ASEAN</strong> sectoral bodies are responsible for coord<strong>in</strong>at<strong>in</strong>g,<br />

implement<strong>in</strong>g, and monitor<strong>in</strong>g commitments under their respective purview. The <strong>ASEAN</strong><br />

Secretariat (Secretariat) reviews and monitors compliance of implementation. 19 The<br />

Secretariat was tasked with develop<strong>in</strong>g the AEC Scorecard to monitor progress.<br />

Accord<strong>in</strong>g to the first AEC Scorecard, which was published <strong>in</strong> 2010 and covers the first<br />

two-year period (2008–09), 73.6 percent of AEC targets were achieved, <strong>in</strong>clud<strong>in</strong>g<br />

82 percent of the measures and activities <strong>in</strong>cluded under the goal of achiev<strong>in</strong>g a s<strong>in</strong>gle<br />

market and production base; 50 percent of measures under that of creat<strong>in</strong>g a competitive<br />

economic region; and 100 percent of measures under the goals of atta<strong>in</strong><strong>in</strong>g equitable<br />

economic development and <strong>in</strong>tegration with the global economy. Actions that still need<br />

to be addressed <strong>in</strong>clude ratification of various agreements, <strong>in</strong>clud<strong>in</strong>g the <strong>ASEAN</strong><br />

Comprehensive Investment Agreement (ACIA) and several agreements cover<strong>in</strong>g goods<br />

<strong>in</strong> transit and air services; implementation of National S<strong>in</strong>gle W<strong>in</strong>dows (see discussion<br />

below); and determ<strong>in</strong>ation of f<strong>in</strong>al tariff reduction rates on highly sensitive products, such<br />

as rice and sugar. 20<br />

Follow<strong>in</strong>g a meet<strong>in</strong>g of the AEM <strong>in</strong> February 2010, the Malaysian Trade M<strong>in</strong>ister, who<br />

hosted the meet<strong>in</strong>g, reported that there were gaps <strong>in</strong> the implementation of some<br />

commitments, particularly <strong>in</strong> the areas of elim<strong>in</strong>at<strong>in</strong>g nontariff barriers, streaml<strong>in</strong><strong>in</strong>g<br />

customs clearance, harmoniz<strong>in</strong>g standards, and remov<strong>in</strong>g duplication of test<strong>in</strong>g and<br />

certification procedures. The M<strong>in</strong>ister noted that among the priority sectors, “satisfactory<br />
