Automotive: Motor Vehicle Parts<br />

Automotive Overview 1<br />

The automotive <strong>in</strong>dustry, <strong>in</strong>clud<strong>in</strong>g the motor vehicle parts <strong>in</strong>dustry, is highly desired by<br />

many countries as a driver of economic growth, job creation, and technology<br />

development. The countries of the <strong>ASEAN</strong> region are no exception. They have succeeded<br />

at develop<strong>in</strong>g <strong>in</strong>dividual automotive <strong>in</strong>dustries over the past decades <strong>in</strong> part through the<br />

use of local-content requirements, high tariffs, <strong>in</strong>vestment <strong>in</strong>centives, and tax policies<br />

designed to promote and protect their respective <strong>in</strong>dustries. Moreover, the region’s large<br />

population of 550 million has attracted <strong>in</strong>vestment from foreign automakers and their<br />

suppliers because of its potential market size.<br />

To further <strong>in</strong>tegrate the region’s automotive <strong>in</strong>dustries, the <strong>ASEAN</strong> Secretariat developed<br />

the Roadmap for <strong>Integration</strong> of the Automotive Products Sector (Roadmap) 2 to<br />

“strengthen regional <strong>in</strong>tegration efforts through liberalisation, facilitation and promotion<br />

measures to ensure full <strong>in</strong>tegration of the automotive sector by 2010” and to promote<br />

private sector participation. To achieve these goals, the Roadmap focuses on three groups<br />

of measures that are dedicated to expand<strong>in</strong>g <strong>in</strong>tra-<strong>ASEAN</strong> trade and <strong>in</strong>vestment,<br />

<strong>in</strong>creas<strong>in</strong>g the <strong>ASEAN</strong> automotive <strong>in</strong>dustry’s technological capabilities, and improv<strong>in</strong>g<br />

human resources capability. With<strong>in</strong> these three groups are 60 measures largely related to<br />

tariff elim<strong>in</strong>ation, elim<strong>in</strong>ation of non-tariff measures (NTMs), customs cooperation,<br />

effective implementation of the <strong>ASEAN</strong> Industrial Cooperation Scheme (AICO) 3 and<br />

Common Effective Preferential Tariff (CEPT) schemes, improvement of the rules of<br />

orig<strong>in</strong>, harmonization of standards and conformance, promotion of future <strong>in</strong>vestment,<br />

improvement of logistics services, enhancement of <strong>ASEAN</strong> car manufactur<strong>in</strong>g capability,<br />

and establishment of a tra<strong>in</strong><strong>in</strong>g and skill certification system. Although this Roadmap 4 is<br />

quite comprehensive <strong>in</strong> terms of <strong>in</strong>itiatives and goals, no sectoral group reportedly exists<br />

to help move the Roadmap forward. 5 Some <strong>in</strong>dustry officials have <strong>in</strong>dicated that the<br />

Roadmap is less significant now that <strong>ASEAN</strong>-6 duties have been elim<strong>in</strong>ated, whereas<br />

other sources cont<strong>in</strong>ue to see value <strong>in</strong> the Roadmap goals.<br />

(accessed May 6, 2010). The program encourages jo<strong>in</strong>t manufactur<strong>in</strong>g activities between <strong>ASEAN</strong>-based<br />

companies, with a m<strong>in</strong>imum of two companies <strong>in</strong> two different countries receiv<strong>in</strong>g preferential rates of duty<br />

on goods exchanged between the signatory countries, subject to a government-approved AICO arrangement.<br />
