<strong>ASEAN</strong> has entered <strong>in</strong>to free trade agreements (FTAs) with Ch<strong>in</strong>a, Japan, the Republic<br />

of Korea, Australia-New Zealand, and India that either have or will effectively lower<br />

tariff barriers <strong>in</strong> those markets, although hardwood plywood and floor<strong>in</strong>g products are<br />

typically listed as “sensitive” sectors and are thus subject to gradual stag<strong>in</strong>g of tariff<br />

reductions. Under the <strong>ASEAN</strong>-Ch<strong>in</strong>a FTA, for example, f<strong>in</strong>al reductions for tariff l<strong>in</strong>es<br />

on the “highly sensitive” lists, which <strong>in</strong>clude Ch<strong>in</strong>a’s plywood and floor<strong>in</strong>g imports, will<br />

not occur until 2018. 65<br />

The full effects of the CEPT tariff reductions and the various FTAs on plywood and<br />

floor<strong>in</strong>g trade patterns both with<strong>in</strong> <strong>ASEAN</strong> and between <strong>ASEAN</strong> countries and other<br />

FTA partners are uncerta<strong>in</strong>. 66 In general, Malaysia and S<strong>in</strong>gapore are expected to be most<br />

advantaged by the <strong>ASEAN</strong>-Ch<strong>in</strong>a FTA because of their English-Ch<strong>in</strong>ese language<br />

facility and already well-established trad<strong>in</strong>g relationships. 67 In contrast, the <strong>ASEAN</strong>-<br />

Ch<strong>in</strong>a FTA sparked protests <strong>in</strong> Indonesia earlier this year from groups fearful of the<br />

impact from Ch<strong>in</strong>ese imports. 68<br />

Inbound Investment<br />

Data specific to foreign direct <strong>in</strong>vestment (FDI) <strong>in</strong> hardwood plywood and floor<strong>in</strong>g are<br />

not available, but <strong>in</strong>dustry sources <strong>in</strong>dicate that there is not much FDI <strong>in</strong> hardwood<br />

plywood and floor<strong>in</strong>g manufactur<strong>in</strong>g <strong>in</strong> <strong>ASEAN</strong> countries. 69 Some specific examples of<br />
