Support<strong>in</strong>g <strong>in</strong>dustries<br />
Another important competitive factor <strong>in</strong> the computer components <strong>in</strong>dustry is the<br />
existence of a base of suppliers capable of work<strong>in</strong>g with mult<strong>in</strong>ational firms. When firms<br />
are located very close to a competitive base of suppliers, such as <strong>in</strong> a cluster, it<br />
“facilitates the shar<strong>in</strong>g of <strong>in</strong>formation, speeds logistics, m<strong>in</strong>imizes plant <strong>in</strong>ventory, and<br />
ensures a ready supply of locally produced parts and components.” 41 The degree to which<br />
<strong>ASEAN</strong> countries have adequate supplier bases to meet components firms’ needs varies.<br />
S<strong>in</strong>gapore has a number of <strong>in</strong>digenous firms focused on supply<strong>in</strong>g a wide range of<br />
services and advanced technology components to mult<strong>in</strong>ationals. 42 A competitive<br />
network of suppliers also exists <strong>in</strong> the Penang region of Malaysia, which is an electronics<br />
cluster. 43 One HDD company operat<strong>in</strong>g <strong>in</strong> Thailand reported that they have been satisfied<br />
with the availability of competitive suppliers from S<strong>in</strong>gapore and Malaysia, but that Thai<br />
firms generally lack the capital to compete with larger suppliers from other countries. 44 In<br />
Vietnam, an <strong>in</strong>dustry group noted that local firms’ capacity to act as suppliers to<br />
mult<strong>in</strong>ationals is generally very low due to <strong>in</strong>adequate basic <strong>in</strong>frastructure and lack of<br />
experience produc<strong>in</strong>g to export standards. 45 Jabil Circuit’s experience 46 <strong>in</strong> Vietnam<br />
confirms this. The company has found the support<strong>in</strong>g local electronics <strong>in</strong>dustry to be<br />
underdeveloped and, as a result, has had to import 80 percent of its <strong>in</strong>puts. 47 In the future,<br />
the company hopes to be able to source more of its <strong>in</strong>puts locally <strong>in</strong> order to speed<br />
production. To address this gap, governments <strong>in</strong> Thailand and Vietnam are both pursu<strong>in</strong>g<br />
policy <strong>in</strong>itiatives to develop the local electronics supplier base. At present, Vietnam has<br />
created a master plan to develop the support<strong>in</strong>g <strong>in</strong>dustry <strong>in</strong> electronics, but lacks funds to<br />
implement these measures. 48 Develop<strong>in</strong>g supplier networks is especially important to<br />
<strong>ASEAN</strong> countries’ relative competitiveness <strong>in</strong> this <strong>in</strong>dustry because it is an area <strong>in</strong> which<br />
Ch<strong>in</strong>a excels. 49<br />
Other competitive factors<br />
Beyond the availability of labor and existence of support<strong>in</strong>g <strong>in</strong>dustries, there are several<br />
other competitive factors that affect the computer components <strong>in</strong>dustry. While they were<br />
mentioned by <strong>in</strong>dustry representatives less often, they clearly affect the region’s overall<br />
competitiveness <strong>in</strong> this <strong>in</strong>dustry. They <strong>in</strong>clude:<br />
<br />
Transportation <strong>in</strong>frastructure. Some computer components are shipped by air,<br />
while others are shipped by ocean. In either case, speed to market is important <strong>in</strong><br />
this <strong>in</strong>dustry, so competitiveness depends on adequate <strong>in</strong>frastructure.<br />
Transportation <strong>in</strong>frastructure rema<strong>in</strong>s a major challenge <strong>in</strong> Vietnam, which just<br />
opened its first deepwater port <strong>in</strong> 2009 and lacks adequate roads <strong>in</strong> many areas. 50<br />
