Agreed to establish an <strong>ASEAN</strong> Community by 2020 that consists<br />
of three pillars or communities based on political and security<br />
cooperation, economic cooperation, and socio-cultural<br />
cooperation. The <strong>ASEAN</strong> <strong>Economic</strong> Community (AEC) is the end<br />
goal of the economic <strong>in</strong>tegration process described <strong>in</strong> the <strong>ASEAN</strong><br />
Vision. Eleven priority sectors are identified for accelerated<br />
<strong>in</strong>tegration.<br />

ACIA adds to <strong>in</strong>vestor protections under the AIA <strong>in</strong> several ways:<br />
<strong>in</strong>cludes comprehensive <strong>in</strong>vestment liberalization and protection<br />
provisions, <strong>in</strong>clud<strong>in</strong>g prohibition of performance requirements;<br />
<strong>in</strong>cludes an <strong>in</strong>vestor-state dispute settlement process; and<br />
extends benefits to foreign-owned, <strong>ASEAN</strong>-based <strong>in</strong>vestors. The<br />
ACIA framework is a “negative list” framework; each member state<br />
also compiles a list of reservations, or exclusions to the<br />
agreement.<br />
Consists of the <strong>Economic</strong> Community Bluepr<strong>in</strong>t (approved <strong>in</strong><br />
2007), the Political-Security Community Bluepr<strong>in</strong>t, the Socio-<br />
Cultural Community Bluepr<strong>in</strong>t, and the Second IAl Work Plan.<br />
Replaces the Vientiane Action Program.<br />
ATIGA builds on exist<strong>in</strong>g <strong>in</strong>itiatives related to trade <strong>in</strong> goods (e.g.,<br />
CEPT-AFTA, nontariff measures, customs, <strong>ASEAN</strong> s<strong>in</strong>gle w<strong>in</strong>dow,<br />
mutual recognition agreements, e-<strong>ASEAN</strong>, <strong>in</strong>tegration of priority<br />
sectors, etc.). Goal is to achieve the free flow of goods to establish<br />
a s<strong>in</strong>gle market and production base, mak<strong>in</strong>g it possible to realize<br />
the AEC by 2015.<br />
