However, it should be po<strong>in</strong>ted out that HELCOM<br />
itself has not yet agreed on any target for <strong>the</strong><br />
percentage of <strong>the</strong> <strong>Baltic</strong> <strong>Sea</strong> mar<strong>in</strong>e area to be<br />
covered by BSPAs. If add<strong>in</strong>g also terrestrial sites,<br />
<strong>the</strong> network covers <strong>in</strong> total 27 405 km 2 .<br />
The network of BSPAs covers examples <strong>in</strong> all <strong>the</strong><br />
sub-bas<strong>in</strong>s of <strong>the</strong> <strong>Baltic</strong> <strong>Sea</strong> (Figure 7.1). Accord<strong>in</strong>g<br />
to <strong>the</strong> BSPA database, <strong>the</strong> coverage varies from<br />
2% to 36% <strong>in</strong> <strong>the</strong> 18 HELCOM sub-regions, with<br />
<strong>the</strong> lowest coverage, less than 5%, <strong>in</strong> <strong>the</strong> largest<br />
sub-regions, e.g., <strong>the</strong> Eastern and Western Gotland<br />
Bas<strong>in</strong> and <strong>the</strong> Bothnian Bay (Table 7.3). Although<br />
<strong>the</strong> current network of BSPAs covers coastal ter-<br />
