<strong>in</strong> Annex I of <strong>the</strong> EU Habitats Directive (European<br />
Commission 2007). The first comprehensive<br />
report<strong>in</strong>g of <strong>Baltic</strong> <strong>Sea</strong> EU Member States on <strong>the</strong><br />
conservation status of Natura 2000 natural mar<strong>in</strong>e<br />
habitat types 2 to <strong>the</strong> European Commission is summarized<br />
<strong>in</strong> Table 2.2.1. A more detailed description<br />
of <strong>the</strong> comparison is provided <strong>in</strong> Annex III of this<br />
report.<br />
In <strong>the</strong> same table, <strong>the</strong>se results are compared to<br />
<strong>the</strong> threat assessments given <strong>in</strong> <strong>the</strong> HELCOM Red<br />
List of Biotopes (HELCOM 1998). The assessment<br />
of HELCOM biotopes <strong>in</strong>cludes all <strong>Baltic</strong> <strong>Sea</strong> littoral<br />
countries, i.e., all n<strong>in</strong>e countries <strong>in</strong>clud<strong>in</strong>g Russia.<br />
The most important results of <strong>the</strong> assessment<br />
accord<strong>in</strong>g to Table 2.2.1 are:<br />

Accord<strong>in</strong>g to <strong>the</strong> Habitats Directive, <strong>the</strong> status of a<br />
habitat is favourable when (1) its natural range and <strong>the</strong><br />
areas it covers with<strong>in</strong> that range are stable or <strong>in</strong>creas<strong>in</strong>g,<br />
and (2) <strong>the</strong> specific structure and functions which are necessary<br />
for its long-term ma<strong>in</strong>tenance exist and are likely<br />
to cont<strong>in</strong>ue to exist for <strong>the</strong> foreseeable future, and (3) <strong>the</strong><br />
conservation status of its typical species is favourable.<br />
Sandbanks: The conservation status is favourable<br />
<strong>in</strong> three EU Member States, <strong>in</strong>adequate <strong>in</strong><br />
two, and bad and unknown <strong>in</strong> one each. Accord<strong>in</strong>g<br />
to <strong>the</strong> EC reports and HELCOM (1998), this<br />
natural habitat type is not present <strong>in</strong> Lithuania.<br />
The threat situation is heavily endangered <strong>in</strong> one<br />
country, endangered <strong>in</strong> five, and between endangered<br />
and heavily endangered <strong>in</strong> ano<strong>the</strong>r country.<br />
Accord<strong>in</strong>g to HELCOM (2007b), sandbanks are<br />
widespread throughout <strong>the</strong> whole <strong>Baltic</strong> <strong>Sea</strong> area<br />
and occur <strong>in</strong> all HELCOM sub-regions. They are<br />
threatened and/or decl<strong>in</strong><strong>in</strong>g ma<strong>in</strong>ly <strong>in</strong> <strong>the</strong> sou<strong>the</strong>rn<br />
<strong>Baltic</strong> <strong>Sea</strong> area.<br />
Estuaries: The conservation status is favourable <strong>in</strong><br />
three EU Member States, and <strong>in</strong>adequate or bad <strong>in</strong><br />
two each. Accord<strong>in</strong>g to <strong>the</strong> EC reports, this natural<br />
habitat type is not present <strong>in</strong> Latvia. The threat<br />
situation is heavily endangered <strong>in</strong> three countries<br />
and endangered <strong>in</strong> five. In one case, <strong>the</strong> threat<br />
category was assessed as between endangered<br />
and heavily endangered. Accord<strong>in</strong>g to HELCOM<br />
(2007b), estuaries are present around <strong>the</strong> whole
