desirable state for <strong>the</strong> selected <strong>in</strong>dicators. In <strong>the</strong><br />
approach used here, this <strong>in</strong>cludes both a quantitative<br />
reference (’prist<strong>in</strong>e’ or Reference Condition/<br />
RefCon) status, as well as an acceptable deviation<br />
(AcDev) from this reference. If a reference status<br />
cannot be def<strong>in</strong>ed, a tentative target value can be<br />
specified and later revised accord<strong>in</strong>g to <strong>the</strong> adaptive<br />
management approach. Us<strong>in</strong>g <strong>the</strong> <strong>in</strong>formation<br />
from <strong>the</strong>se two steps, <strong>the</strong> status of <strong>the</strong> s<strong>in</strong>gle<br />
<strong>in</strong>dicator from <strong>the</strong> site can be def<strong>in</strong>ed.<br />
The third and f<strong>in</strong>al challenge, from <strong>the</strong> status<br />
assessment perspective, is to assess <strong>the</strong> overall<br />
status of <strong>the</strong> biodiversity. This can be accomplished<br />
by us<strong>in</strong>g <strong>the</strong> <strong>in</strong>dicators, and <strong>the</strong>ir reference<br />
levels and acceptable deviations, as components<br />
<strong>in</strong> an overall assessment matrix. Such a<br />
matrix can be constructed <strong>in</strong> a number of ways,<br />
<strong>in</strong>clud<strong>in</strong>g weight<strong>in</strong>g and group<strong>in</strong>g of <strong>the</strong> different<br />
<strong>in</strong>dicators. In this assessment, a matrix tool<br />
termed BEAT (<strong>the</strong> HELCOM <strong>Biodiversity</strong> Assessment<br />
Tool) was used to assess <strong>the</strong> overall status<br />
of biodiversity divided <strong>in</strong>to <strong>the</strong> three categories<br />
of ‘Landscapes’, ’Communities’, and ’Species’,<br />
accord<strong>in</strong>g to <strong>the</strong> biodiversity segment of <strong>the</strong><br />
HELCOM <strong>Baltic</strong> <strong>Sea</strong> Action Plan (BSAP).<br />
