PRESS CRITICISM.<br />

IN the preceding chapter I have discussed some<br />

general criticisms on famine management; the<br />

present one I devote more especially to dealing<br />

with some of the criticisms of the press.<br />

My readers mayor may not be satisfied with<br />

the definitions of "scarcity" <strong>and</strong> of «famine j "<br />

but at all events, it being adlnitted that in both<br />

instances relief is necessary, we can at once<br />

proceed to discuss the methods which have been<br />

adopted as modes of mitigation. The Orissa<br />

Famine.Commissioners observe that it is impossible<br />

to lay down any definite rules <strong>for</strong> guidance<br />

in framing these relief measures, because the<br />

cases generally are so widely different. "The<br />
