PRESS CRITICISM.
IN the preceding chapter I have discussed some
general criticisms on famine management; the
present one I devote more especially to dealing
with some of the criticisms of the press.
My readers mayor may not be satisfied with
the definitions of "scarcity" and of «famine j "
but at all events, it being adlnitted that in both
instances relief is necessary, we can at once
proceed to discuss the methods which have been
adopted as modes of mitigation. The Orissa
Famine.Commissioners observe that it is impossible
to lay down any definite rules for guidance
in framing these relief measures, because the
