expenditure of this famine, <strong>and</strong> were then<br />

written on the spur of the moment. They<br />

would perhaps carry more respect were they<br />

softened down, <strong>and</strong> put in somewhat different<br />

language; but they were the honest outburst<br />

of the moment, <strong>and</strong> as such I have allowed<br />

them to st<strong>and</strong>, <strong>and</strong> ask my readers' indulgence<br />

<strong>for</strong> them. In making the following remarks,<br />

I do not wish to ignore the fact that India is<br />

dependent on Engl<strong>and</strong>, <strong>and</strong> the consequence<br />

that the latter country has every right to control<br />

the government of her Eastern possession.<br />

It appears to me, that on the subject of the<br />

present famine the home press generally has<br />

assumed the tone of those who are spending<br />

their neighbours' goods-of arrogating the controlof<br />

property which did not belong to them,<br />

apportioni~g this to that, <strong>and</strong> dividing the<br />

spoils generally. It is desirable to consider<br />

the relation in which Engl<strong>and</strong> st<strong>and</strong>s to<br />

India <strong>and</strong> its Government, as regards revenue<br />

affairs. What right has Engl<strong>and</strong> <strong>and</strong> her press<br />

to interfere with India in this matter? In<br />

what way does Engl<strong>and</strong> contribute to her support<br />

more than she contributes to, say, that of
