The <strong>Bangladesh</strong> Country Case Study was expected to answer four main research<br />
questions<br />
• Channels, mechanisms and processes:<br />
‣ What are the main channels (actors, spaces and opportunities) for<br />
citizens’ voice and empowerment (especially for the poor, marginalised<br />
and excluded groups) and accountability of government to its citizens?<br />
‣ How do these channels actually work?<br />
• Results and outcomes:<br />
‣ How effective are the approaches adopted by the donors – effective in<br />
contributing to enhanced CVA?<br />
• Pathways to broader development outcomes and impacts:<br />
‣ In what ways are CVA interventions leading to poverty reduction and to<br />
the achievement of the MDGs?<br />
‣ Which intervention strategies (‘models of change’) have proved to be<br />
successful in leading from improved CVA to broader development<br />
outcomes?<br />
• CV&A and aid effectiveness:<br />
‣ What lessons can be drawn about donors’ effectiveness in supporting<br />
CVA – particularly in relation to the principles of the Paris Agreement –<br />
principles of ownership, alignment and harmonisation?<br />
In an attempt to answer these questions, the team carried out<br />
• Interviews with a range of key <strong>Bangladesh</strong>i research persons to elaborate<br />
the country context<br />
• An inception workshop with a range of CVA stakeholders including NGOs,<br />
CSOs, faith based groups, media(print and electronic), Trade Unions,<br />
Chamber of Commerce and representatives of the donor community (both<br />
those involved in the study and others) to agree on definitions of CVA and<br />
criteria for selection of case studies<br />
• Interviews with the DAC donors to select CVA interventions as case studies<br />
• Interviews with donors other than those involved in this study to understand<br />
the wider range of CVA interventions<br />
• Interviews and focus group discussions with staff of projects selected as<br />
case studies<br />
• Focus group discussions with beneficiaries of CVA case study interventions<br />
• Field visits to the projects to observe CVA activities.<br />
