2. The Analytical Framework<br />
The analytical framework was taken from the ToR and the two documents provided<br />
by ODI: The Evaluation Framework and the Methodological Guidelines. The<br />
analytical framework, was used for structuring the findings in the main body of the<br />
report;<br />
A. Opportunities, constraints and entry points for CV&A:<br />
‣ Initial conditions, opportunities and constraints;<br />
‣ Donors’ overall strategies for CV&A intervention.<br />
B. Institutional, organisational and individual capacities:<br />
‣ Capacity needs of state and non-state actors;<br />
‣ Donor’s strategies for capacity development.<br />
C. Voice and accountability channels:<br />
‣ Availability and type of channels;<br />
‣ Representativeness of channels;<br />
‣ Accountability and legitimacy of channels.<br />
D. Changes in policy, practice, behaviours and power relations:<br />
‣ State of responsiveness and state accountability;<br />
‣ Budget allocation and public finances;<br />
‣ Power and equality relationships.<br />
E. Broader development outcomes:<br />
‣ Direct and indirect influence/contribution of CV&A interventions;<br />
‣ Sustainability of development outcomes.<br />
3. Preparatory Phase<br />
The preparation phase comprised i. the context analysis and ii. inception workshop<br />
i. context analysis<br />
The ODI methodological guidelines state that ‘The main purpose of the context<br />
analysis is to consider the linkages (or lack of them) between V&A interventions and<br />
the political and socio-economic context where they take place.’<br />
This was carried out by Dr Dee Jupp with assistance from Sohel Ibn Ali. It involved<br />
two steps; one to map the political context and the second to map donor’s CVA<br />
response to the context. It thus involved several interviews with number of leading<br />
researchers and academics as well as a range of donors. The team’s own work in<br />
this area formed the basis of much of the analysis and was supplemented by further<br />
secondary data sources. Box 1 was provided in the ODI Methodological Guidelines<br />
and was followed in structuring the context analysis report.<br />
