General Engineering Services: <strong>Tetra</strong> <strong>Tech</strong> has been providing the City continuing water and<br />
wastewater engineering consulting services, as well as continuing financial management services for<br />
over 15 years. Services provided have included:<br />
• Permitting<br />
• Water and wastewater system evaluations<br />
• Miscellaneous water main and wastewater collection system extensions<br />
• Presentations to City Council relative to the capital improvements program<br />
• Water and wastewater system operations<br />
• Master planning<br />
• Hydrogeological and water resources<br />
• Financial management as it relates to the water and wastewater facilities<br />
Major projects, completed or ongoing, under this continuing consultant contract have included:<br />
• A 20-year, city-wide potable water system master plan<br />
• A comprehensive (capital) development rates and charges study for the water and wastewater<br />
• A specific capacity and wire to water efficiency test analysis, and work relative to the South<br />
Florida Water Management District's Request for Additional Information (RAI) for the water use<br />
permit submitted by the City and the City's wellfield operation plan<br />
• A utility audit for the City’s potable water distribution system to document system water losses<br />
• A water treatment process evaluation to demonstrate compliance with FDEP chlorine contact<br />
(CT) regulations<br />
• Preliminary design for upgrading the City’s East Naples and Solana Road potable water storage and booster pumping facilities<br />
• Preparing specifications for the installation of an ASR test well for the City’s reclaimed water system<br />
• Design, permitting, bidding and construction management for the installation of two wells within the City’s East Golden Gate Wellfield.<br />
A detailed description of a stormwater project delivered under this contract is listed below.<br />
Stormwater Master Plan Update: The City contracted <strong>Tetra</strong> <strong>Tech</strong> to integrate and update the city’s stormwater program to reflect the past 20<br />
years of various stormwater master plans and reports. The master plan update emphasis was to focus the city-wide effort in the areas of water<br />
quality improvements (flood control), water quality improvements (and retrofit pollution treatment), and overall integration of regional<br />
management practices affecting Naples Bay. Significant environmental concerns were focused on Naples Bay since it was recently adopted as<br />
a South Florida Water Management District (SFWMD) SWIM water body. In addition, the report was to adjust the five- and ten-year financial<br />
expectations including a review of their existing stormwater utility. The scope of services included performing the following:<br />
• Revised basin delineation<br />
• Asset inventory recertification<br />
• Summary of tidal influences, localized water quantity (flooding)<br />
problems, water quality problems, and coastal floodplain liabilities<br />
• Reconciliation of level of service (LOS)<br />
• Summary of water quality sampling program<br />
• Assessments of existing condition of receiving water bodies, of<br />
future regulatory issues, and of financial issues and opportunities<br />
• Final recommendations for immediate action<br />
It was identified during the master plan update that there were approximately $60 million worth of improvements and studies that need to be<br />
funded over the next ten years. In addition, it was determined that the stormwater utility rate structure and policies were not adequate to<br />
properly fund the upcoming projects identified and adjustments to the utility would be necessary.<br />
