4) Key Concept Review – Following the completion of the basis of design, a key concept review is performed by<br />

an individual appointed by the chief engineer to review whether the design basis is consistent with the project<br />

objectives.<br />

5) Construction Cost Estimating – All construction cost estimates (conceptual, preliminary, and final) must be<br />

approved by the Operations Manager or designee. This individual will review estimates for contingencies,<br />

completeness, and impacts to existing facilities.<br />

6) Added Value/Constructability Review – This review considers issues such as:<br />

• Ease of construction and operational flexibility<br />

• Contractor/equipment access and clearances<br />

• Duration of construction<br />

• Clarity for bidding<br />

• Use of alternates<br />

• Staging methods<br />
