D.3 – Supplemental Material Tetra Tech's QA/QC/QI Process includes the following: 1) The Project Manager (PM) is responsible for planning and budgeting for project reviews upon project initiation. a) The PM will develop a work plan for the project. b) During the project planning activities, the PM will identify the individuals who will perform the project review(s). The PM will consult with the affected Discipline and Group Leaders as needed. c) The PM may conduct any of the following reviews in addition to technical project review(s), as appropriate: Added Value/Constructability Review, Lead Discipline Review, New Product Review. d) All Tetra Tech deliverables are reviewed prior to being released to the client. 2) Technical reviews will be conducted per the project review schedule and documented on the appropriate discipline(s) technical checklist(s). 3) The reviewer will conduct a quality control review on the project deliverables. a) Individuals who perform technical review have experience in the subject being reviewed and will be independent of the project. b) In addition to the criteria listed on the technical checklists, the reviewer must consider the standards, codes, and regulations applied to the project. The PM will ensure that the deliverable is reviewed against the client’s expectations. c) All company standards are adhered to unless superseded by client standards. d) The reviewer(s) will perform the following checks as appropriate: check calculations, plan content, quantities, probable costs, plan presentation, and back check red-lines. e) The completed review checklist is sent to the PM along with marked-up versions of the deliverable (if generated). f) The PM or appropriate designee (i.e., a member of the related technical discipline) is responsible for reviewing subconsultant work. g) The reviewer’s signature on the Deliverable Authorization Form indicates that the reviewer confirmed that the technical review(s) was conducted, red-lined drawings were back checked, and the deliverable meets the client’s expectations. D.3 – Supplemental Material 4) Key Concept Review – Following the completion of the basis of design, a key concept review is performed by an individual appointed by the chief engineer to review whether the design basis is consistent with the project objectives. 5) Construction Cost Estimating – All construction cost estimates (conceptual, preliminary, and final) must be approved by the Operations Manager or designee. This individual will review estimates for contingencies, completeness, and impacts to existing facilities. 6) Added Value/Constructability Review – This review considers issues such as: • Ease of construction and operational flexibility • Contractor/equipment access and clearances • Duration of construction • Clarity for bidding • Use of alternates • Staging methods Page 75
