The City of Naples contracted <strong>Tetra</strong> <strong>Tech</strong> to integrate and update the city’s stormwater<br />

program to reflect the past twenty years of various stormwater master plans and reports.<br />

The emphasis of the master plan update was to focus the citywide effort in the areas of<br />

water quality improvements (flood control), water quality improvements (and retrofit<br />

pollution treatment), and overall integration of regional management practices affecting<br />

Naples bay. Significant environmental concerns were focused on Naples Bay since it<br />

was recently adopted as a South Florida Water Management District (SFWMD) SWIM<br />

water body. In addition, the report was to adjust the five year and ten year financial<br />

expectations including a review of their existing stormwater utility.<br />

The scope of services included performing the following:<br />

• Revised basin delineation<br />

• Asset inventory recertification<br />

• Summary of tidal influences on tailwater flooding<br />

• Summary of localized water quantity (flooding) problems<br />

• Summary of water quality problems<br />

• Summary of coastal floodplain liabilities<br />

• Reconciliation of level of service (LOS) discrepancies/inconsistencies<br />

• Summary of water quality sampling program<br />

• Assessment of existing condition of receiving water bodies<br />

• Assessment of future regulatory issues<br />

• Assessment of financial issues and opportunities<br />

• Final recommendations for immediate action<br />

It was identified during the master plan update that there were approximately $60<br />

million worth of improvements and studies that need to be funded over the next ten<br />

years. In addition, it was determined that the existing stormwater utility rate structure<br />

and policies were not adequate to properly fund the upcoming projects identified and<br />

adjustments to the utility would be necessary.<br />
