D.3 – Supplemental Material<br />

Completing a project on time requires effective project management and an organized approach. At the start of<br />

any project, the <strong>Tetra</strong> <strong>Tech</strong> project manager prepares a Project Management Plan that contains a description of<br />

the project, identifies submittals, lists various tasks, and presents a schedule and a detailed work plan for the<br />

elements of each task with project team members responsible for that task. The Project Management Plan also<br />

includes organizational charts, procedures for correspondence and communications, filing protocols, approvals,<br />

project control, <strong>Tetra</strong> <strong>Tech</strong> standards, client standards, and quality control requirements. The Plan serves as a<br />

baseline for establishing milestones and measuring the progress of the project team versus the schedule. The<br />

project plan will be prepared with the input of the City.<br />

Our ability to meet the project schedule is enhanced by our computer based project management systems. <strong>Tetra</strong><br />

<strong>Tech</strong> currently utilizes Microsoft Project Planner or Primavera for preparation of detailed project schedules. This<br />

software program tracks progress for the established schedule, delineates deliverables, logs project milestones,<br />

and visibly reflects the relationship of various tasks.<br />

In addition, <strong>Tetra</strong> <strong>Tech</strong> believes in open communication during the various phases of a master planning project.<br />

By dedicating time in the schedule to meet with the City to fully understand the requirements of the project, <strong>Tetra</strong><br />

<strong>Tech</strong> will minimize project reworking. Likewise, to facilitate future permitting, <strong>Tetra</strong> <strong>Tech</strong> has an established<br />

philosophy of arranging pre-application meetings with all applicable permitting agencies as a means to facilitate a<br />

more streamlined permitting review process. We have permitted numerous projects without receiving Requests<br />

for Additional Information (RAI) based on our commitment to working with the permitting agency and our ability to<br />

incorporate their comments into the design before it is finalized.<br />

<strong>Tetra</strong> <strong>Tech</strong>’s comprehensive approach to schedule management allows the Project Manager to oversee the<br />

project and has been successfully utilized on many projects to maintain control of the project schedule. With<br />

assurance, we can commit to meeting the City’s schedule needs for the proposed stormwater master plan, since<br />

the elements of work tasks required are similar activities that <strong>Tetra</strong> <strong>Tech</strong> has completed for other public agencies.<br />

As displayed in this LOI submittal, <strong>Tetra</strong> <strong>Tech</strong>’s focus is to serve public agencies, with a large portion of our work<br />

coming from similar projects.<br />

Approach to Project Cost Control<br />

As mentioned above, each Project Manager at <strong>Tetra</strong> <strong>Tech</strong> prepares a<br />

Project Management Plan at the start of every project. In addition to<br />

allowing the Project Manager to review the project schedule and make<br />

corrections to assure that the schedule is adhered to, the Plan also<br />

includes the overall budget, the budget for each task, and anticipated<br />

billings. The Plan closely coordinates the schedule and the budget so<br />

that as the project progresses, the project manager can easily monitor<br />

the billings versus the anticipated budget.<br />
