suppliers. If costs are significantly different, we can work to determine the reasoning for supplier cost variations.
Reasoning for high supplier costs may include limited suppliers, or inability of supplier’s equipment to meet the
design requirements, which allows one or two suppliers to increase their costs.
Once we have completed the comparison between budget costs and bid costs, recommendations can be made
as to how costs could be lowered. Such measures might include re-bidding, allowing “approved equal”
substitutes that may be less expensive, or performing minor design revisions for portions of the project that
appear significantly higher. Due to the current bidding environment, it will also be important to secure qualified
bidders for the City's proposed projects. While this process is specific to design projects, the results of this
process will assist this master planning effort by augmenting Tetra Tech’s cost estimating data bases.
