The plan is enhanced by our computer-based accounting system. The accounting system is tied directly to<br />
employee time sheets and billing information and is kept up to date on a weekly basis. This electronic system<br />
reduces delays in getting the Project Manager budget information.<br />
Using the Project Management Plan and the electronic accounting system, <strong>Tetra</strong> <strong>Tech</strong>’s budget management<br />
program allows the project manager to efficiently oversee the project. These tools have been successfully utilized<br />
on many design projects to maintain the project budget. We will work with the City during preparation of our<br />
scope of services so that we have a full understanding of the project from inception. This allows us to develop a<br />
clear and concise scope of services, which is thoroughly reviewed with our clients prior to execution. As such, the<br />
need for unnecessary change orders is eliminated. <strong>Tetra</strong> <strong>Tech</strong> is proud of the fact that we are able to maintain<br />
project budgets largely from defining a clear scope of services with our clients at inception. We encourage the<br />
City to contact any of our clients to confirm our ability to maintain costs, as well as project schedules.<br />
Cost Control<br />
A second major factor <strong>Tetra</strong> <strong>Tech</strong>’s excellent performance record is the ability to provide thorough and complete<br />
documents with which to estimate and control construction costs. Our personnel have many years of estimating<br />
experience and closely scrutinize cost trends in the construction industry, carefully observe local job conditions,<br />
and continuously update the database used in preparing estimates. Since <strong>Tetra</strong> <strong>Tech</strong> has completed numerous<br />
stormwater improvement projects, we have a generous database of recent bid prices for a variety of bid items.<br />
These prices help to establish a valid and reliable cost estimate, especially during master planning.<br />
Our goal is to deliver successful, completed projects that fulfill the needs of our client. One of the lessons learned<br />
in the firm’s years of experience is that good planning and good quality deliverables are the best insurance for<br />
successful completion of a project. Because we pay close attention to each detail and make sure that all aspects<br />
of the project are covered in the design or plan development, our clients are assured that when projects are<br />
released for construction, budgets will be adhered to.<br />
<strong>Tetra</strong> <strong>Tech</strong>'s cost control methods focus on the assignment of key personnel who have established effective work<br />
methods and who are fully experienced in all aspects of the project scope. Furthermore, the opinions and<br />
comments of the City's project staff are encouraged throughout the project planning, permitting, design and<br />
construction phases to ensure that all project objectives are satisfied. The key personnel for this project have<br />
managed and prepared similar master plans. In addition, all project work is subject to technical and value<br />
engineering reviews by senior staff members who are not directly involved in the project. This procedure includes<br />
a formal periodic analysis of each project supported by our computer based project management system to<br />
monitor and control project costs.<br />
