Concept Elevation of the final RFP<br />

<strong>Tetra</strong> <strong>Tech</strong> has served as a Continuing Consultant for the City of Deltona since April of 2002. Our<br />

services have included support to several departments including Public Works, Public Utilities,<br />

Development Services, Parks and Recreation, and the Building and Fire Department. Our public<br />

works services included: CIP planning and budgeting; stormwater utility study and rate<br />

adjustment; stormwater retrofit projects; flood plain modeling and mapping; grant support;<br />

stormwater master plan update; mapping of various infrastructure; CEI services; and emergency<br />

management support during flooding. <strong>Tetra</strong> <strong>Tech</strong><br />

also coordinated and managed the City’s debris<br />

removal program follow the hurricanes in 2004.<br />

<strong>Tetra</strong> <strong>Tech</strong>’s support to public utilities involved:<br />

water and sewer master plans; design and permitting of water and sewer utility projects; rate<br />

studies; engineering services to relocate utilities for roadway projects; and water and waste<br />

water treatment plant improvement projects.<br />

<strong>Tetra</strong> <strong>Tech</strong>’s support to the Development services involved review of commercial industrial site<br />

plans; attending DRC meetings; conducting site inspections; preparing miscellaneous<br />

development review manuals and policies; and preparing GIS maps. <strong>Tetra</strong> <strong>Tech</strong> also supported<br />

the Building and Fire Departments with such activities as: engineering review of single lot<br />

residential site plans; miscellaneous engineering services for structural and MEP and site<br />

engineering design and permitting of fire stations.<br />

Our involvement with Parks and Recreation included: Engineering design and permitting of<br />

improvements at several parks; Grant Support; Design and permitting of several floating docks;<br />

and Support for seawall rehabilitation. As continuing consultants for the City of Deltona, we have<br />

designed and permitted numerous parks and recreation facilities.<br />

Dewey O. Boster Deltona Soccer and Football Complex (2003): Prepared the design/build<br />

documents necessary to act as the “design build professional” for a park expansion project that<br />

included three football fields and six soccer fields. <strong>Tetra</strong> <strong>Tech</strong> also participated in inspection and<br />

NPDES issues during construction.<br />

Keysville Dog Park (2005): Completed the design, permitting and construction administration<br />

for this project which provided a recreational facility for residents to bring their pets.<br />

Festival Park (2004 & 2006): Permitted the construction of the pavilion pier at this park. <strong>Tetra</strong> <strong>Tech</strong> designed a floating dock and restroom<br />

layout for this park project in accordance with a FRDAP grant. Only the pier pavilion portion of the project was constructed by the City.<br />

Lake Monroe Park (2007): Completed the design and permitting for new floating boat docks at this park under a State FRDAP grant. The<br />

project is currently under construction. <strong>Tetra</strong> <strong>Tech</strong> also completed analysis of structural repairs necessary for the existing boat ramp facility.<br />

Campbell Park (2005 & 2007): Prepared the design and permitting documents to add a tennis court, playground, hiking trail, two (2) floating<br />

docks, boardwalk, and overlook, for this park project, in accordance with a FRDAP grant. <strong>Tetra</strong> <strong>Tech</strong> will perform construction administration.<br />

Veterans Memorial Park/Evard Retrofit Retention Pond (2005 & 2007): Completed the design, permitting and construction administration<br />

for a stormwater management facility for future expansion of this park project along Evard Ave. Under a separate authorization, <strong>Tetra</strong> <strong>Tech</strong><br />

prepared the site plan layout for the Phase II expansion of the park and permitted those improvements through SJRWMD.<br />

Leford Regional Stormwater Treatment and Recreation Facility (2007): Applied for and received a $1.5M grant from the State to design<br />

and construct a demonstration/public education project to treat stormwater prior to discharge to a State Impaired Water. <strong>Tetra</strong> <strong>Tech</strong> is<br />

completing the design, and nearing the permitting phase including an educational center and parking, for this park project.<br />

Harris B. Saxon Park (2006): Prepared roadway re-alignment alternatives and retention pond modification alternatives for this park project.<br />
