SECURITY & VIGILANCE<br />

Important activities and achievements <strong>of</strong> S&LP Wing are noted hereunder :<br />

A. INDUSTRIAL RAID PROGRAMME :<br />

Achievements during 2006-07 are enclosed (Annex A). We like to highlight that 730 cases <strong>of</strong> pilferage by<br />

tampering meters were detected out <strong>of</strong> 7223 nos. <strong>of</strong> inspections during 2005-06 whereas only 566 <strong>the</strong>ft cases<br />

have been detected during 2006-07 out <strong>of</strong> 7,879 nos. <strong>of</strong> inspections. This indicates that tampering <strong>of</strong> meter<br />

could be largely prevented by continuous vigil <strong>of</strong> (S&LP) Wing. However, we could realise Rs. 8.17 Crores in<br />

2006-07 on account <strong>of</strong> energy pilferage by Industrial consumers compared to 9.10 Crores in 2005-06.<br />

B. Special Activity <strong>of</strong> (S&LP) Wing :<br />

1. ATC loss <strong>of</strong> Bhatar Gr. ES was more than 80%. Bhatar Bidyut Parisheba Mela was conducted in<br />

August, 2005 to build up better customer relations and plug sources for pilferage. Actions were taken<br />

in different unconventional ways by engaging co-operative agency to conduct consumer survey, to<br />

locate unidentified consumers. As a result, revenue collection went up five to six times, ATC loss was<br />

lowered to 44% in March 2007.<br />

2. Night raid programmes were conducted in<br />

a) Steel wire drawing industries <strong>of</strong> Dankuni area under Hooghly (D) Circle and Rajarhat under<br />

Bidhannagar (D) Circle during 26th & 27th August, 2006. Theft was detected in industrial premises<br />

in 4 (four) Bulk and (L&MV) premises on that night.<br />

b) Husking industry premises <strong>of</strong> Purbasthali area in Bardhaman (D) Circle throughout <strong>the</strong> nights <strong>of</strong><br />

12th July, 2006 and 28th November 2006. FIR was lodged in as many as 12 (twelve) cases<br />

where <strong>the</strong>ft <strong>of</strong> electricity for second time was detected in 2 (two) cases.<br />

3. Emphasis was given by S & LP Wing HQ for identification and regularisation <strong>of</strong> unauthorised STWs in<br />

Murshidabad (D) Circle. Extensive surevey was conducted and 951 nos. <strong>of</strong> unauthorised STWs<br />

approached <strong>WBSEB</strong> for regularisation. Finally 657 nos. <strong>of</strong> <strong>the</strong>m deposited revenue amounting to Rs.<br />

1.43 Crores upto 31.03.2007 against receivable amount <strong>of</strong> Rs. 3.48 Crores upto 31.05.2007.<br />

C. Security Activities to prevent Theft <strong>of</strong> <strong>WBSEB</strong> properties :<br />

Theft <strong>of</strong> <strong>WBSEB</strong> Materials like Transformer, Conductor, Tower Member etc. have been reduced to a<br />

great extent this year. The cost <strong>of</strong> Materials stolen was Rs 3.52 crores in 2006-07 (detailed in<br />

Annex B)<br />
