In exercise of power under sub-section(4) of section 131 of the Electricity Act 2003, the Govt. of West Bengal has restructured West Bengal State Electricity Board in two successor entities namely; West Bengal State Electricity Distribution Company Limited (WBSEDCL) and West Bengal State Electricity Transmission Company Limited (WBSETCL); both shall function under the ownership of the State Government. Therefore, this publication of Annual Report 2006-07 is the last Annual Report of WBSEB before its unbundling. Hence all the activities will, however, be carried out by the new companies. At this juncture being the 18th Chairman of this parting State Electricity Board gives me the unique and critical opportunity of witnessing and steering these moments of transition. Being the first SEB in the country formed in 1955 it started with a meagre 4 MW installed capacity having the system demand of 8.72 MW only and consumer strength of 11742. Now after 52 years of long journey the system demand has reached 3000 MW (excluding CESC area) on an average with the consumers strength more than 62 lacs all over the state. Now the SEB command area of power transmission and distribution covers almost 88,000 sq.km of the state vast part of which is still unremunerative while CESC covers only 500 sq.km in the consumer-dense Kolkata and adjoining area. It is also high time to recollect the days the WBSEB has come across during second and third five year plan periods. The second five year plan marked a significant chapter in the history of power development in the state. The WBSEB was formed in the last year of first plan period w.e.f. 1st May 1955. Extensive load survey conducted by the Central Water & Power Commission and newly formed WBSEB revealed that power generation as programmed during the second plan period was not at all sufficient to meet the demand expected during the early part of third plan. Augmentation of generating capacity was, therefore, considered to be absolutely necessary. As decided by the Govt. of India the Board took up the responsibility of power supply to the Railways at 25 KV AC at Purulia, Kharagpur, Kolaghat, Ranaghat, Titagarh, Ashoknagar and Sonarpur. The work involved drawing about 100 miles of 132 KV double-circuit lines and construction of 132 KV Sub-station including overhead crossing of Hooghly river near Kalyani and underground X-ing between Howrah and Garden Reach through the tunnel of CESC Ltd. In the month of September 1961 the Board acquired Gouripur Power Station of 24 MW capacity from the management of McNeill & Barry. The third plan period witnessed the installation of 330 MW capacity Bandel Thermal Power Station in 1965, the largest thermal power station in South East Asia during that period. Subsequently came the first major Hydro Electric Power Station of the State at Jaldhaka in the year 1967 now with the installed capacity of 35 MW.
Next part of the power scenario of the WBSEB comprises the commissioning of 480 MW Santaldih Thermal Power Station in 1971, 630 MW Kolaghat Thermal Power Station Stage-I in addition to Hydel Power Stations like 51 MW Rammam Hydel Power Station Stage-II in 1995 and 67.5 MW Teesta Canal Falls Project in the subsequent years. The small hydro stations had developed in parallel in addition to the inheritance of old ones. In course of time colossal network of 400 KV system has been established by WBSEB which is a landmark in the transmission canvas. This transition certainly gives rise to a feeling of nostalgia while looking back the history of electricity development in the state during the last 52 years. Before unbundling WBSEB has achieved some remarkable financial improvements which ought to be recorded in this historic Annual Report 2006-07. WBSEB has upgraded its position from 13th to 5th rank in the country as per the rating of ICRA CRISIL. The WBSEB earned a commercial profit of approximately Rs. 169 crores during the year under review. WBSEB has received Rs. 29 crore under APDRP incentive scheme for the year 2005-06. The Central Ministry of Power has further recommended Rs. 86 crore to the Central Ministry of Finance for the same financial year under the scheme. WBSEB has also achieved a significant rise of Rs. 293 crore cash surplus during the last 3 years. I share the pride of all employees to see that our giant Purulia Pumped Storage Project is in the threshold of commissioning which will add another exhilarating 900 MW capacity in the power generating scenario of the state during crisis of peak hours. Being nostalgic to the phenomenal history of our State Electricity Board is humane and benign. Let our precious love and remembrance may not stand in the way of new form. We have no other option but to be responsive to the change of the day. I believe that forthcoming days will lead to the wider avenue of efficiency and excellence.
