OTHER ACTIVITIES :<br />

a) Industrial relations : The project maintains a peaceful and harmonious relation among <strong>the</strong> employees,<br />

agencies and local inhabitants.<br />

b) Welfare activities : Jaldhaka Hydel Project is situated at remote hill <strong>of</strong> Darjeeling District. The authority<br />

has set up several Housing Colonies, Medical Centre, Recreation Club, School, Local Bus Service, for<br />

<strong>the</strong> employees posted at <strong>the</strong> project. The facilities are extended to <strong>the</strong> local people also as a <strong>part</strong> <strong>of</strong><br />

social activity.<br />

c) Housing : There are sufficient nos. <strong>of</strong> staff quarters in eight nos. colonies located near <strong>the</strong> work places<br />

viz. Bndu, Paren, Now-Paren, Lower-Paren, Phase-6, Jhalong I & II and Stage-II. A bus runs between<br />

Paren & Stage-II for movement <strong>of</strong> students & employees.<br />

d) Medical facility : A Medical Centre headed by one Medical Officer is set up at Jhalong. The employees<br />

get preliminary treatment and medicine free <strong>of</strong> cost from <strong>the</strong> Malbazar or north Bengal Medical College<br />

at Siliguri during emergency.<br />

e) Canteen : There is a canteen in each Power House and Bindu Barrage from where <strong>the</strong> operating staff<br />

get meals at subsidized rate.<br />

f) Co-operative stores : The project being located at a remote place, it maintains a Co-operative Store<br />

from where <strong>the</strong> employees get <strong>the</strong>ir daily requirement <strong>of</strong> essential commodities at reasonable price.<br />

g) Recreation : Recreational facilities are also extended to <strong>the</strong> employees and <strong>the</strong>ir families by establishing<br />

two nos. recreation Clubs, one at Jhalong and o<strong>the</strong>r at Paren, with provision <strong>of</strong> indoor games. JHP also<br />

organized cultural functions in <strong>the</strong>se clubs.<br />

IMPORTANT ISSUES :<br />

RENOVATION, MODERNIZATION AND AUGMENTATION :<br />

a) Need for <strong>the</strong> Scheme : This project has crossed its life <strong>of</strong> 35 years long back. Though <strong>the</strong> units<br />

generating well, but <strong>the</strong> control has become sluggish and <strong>the</strong> back dated systems are not keeping in<br />

pace with <strong>the</strong> present day requirement.<br />

In view <strong>of</strong> above, it is proposed to renovate and augment also <strong>of</strong> <strong>the</strong> <strong>power</strong> station by utilizing latest and<br />

state <strong>of</strong> art technology so that its life can be extended over a fur<strong>the</strong>r long period.<br />

b) Finalisation <strong>of</strong> DPR : <strong>WBSEB</strong> by <strong>the</strong>ir LOI no. CEH/camp Kolkata/2 dt. 09.02.02 engaged M/s MECON<br />

Ltd., a PSU owned by <strong>the</strong> Govt. <strong>of</strong> India, to carry out <strong>the</strong> studies and consultancy services for<br />

implementation <strong>of</strong> <strong>the</strong> scheme. M/s MECON Ltd. has submitted <strong>the</strong>ir feasibility study report after carrying<br />

out non-destructive and hydrology tests.<br />

c) Works : The renovation work <strong>of</strong> Stage-I Power House is planned to execute in six package called LOTs<br />

as detailed below :<br />

Lot-I General Civil Works<br />

Lot-II Hydromechanical Works i.e. renovation <strong>of</strong> Bindu Barrage<br />

Lot-III Work <strong>of</strong> Turbo-generator and its auxiliaries with associated electricals<br />

Lot-IV Power House electrical including switchyard<br />

Lot-V Augmentation i.e. installation <strong>of</strong> 4th unit at Stage-I and 3rd unit <strong>of</strong> Stage-II Power House<br />

Lot-VI Implementation <strong>of</strong> SCADA system<br />

Status <strong>of</strong> <strong>the</strong> Packages :<br />

1. Lot-I DPR is under process<br />

2. Lot-II Order placed on M/s R. M. Sinha. The owrk is on <strong>the</strong> verge <strong>of</strong> completion.<br />

3. Lot-III Order placed on M/s V.A. Tech Hydro (I) Ltd. Target date <strong>of</strong> completion May, 08<br />

4. Lot-IV Order placed on M/s ABB Ltd. Target date <strong>of</strong> completion July, 09<br />

5. Lot-V Order will be placed shortly<br />

6. Lot-VI This package is under tendering stage<br />

The whole scheme will be financed by Power Finance Corporation under MNEP Scheme.<br />

CONSTRAINTS :<br />

a) Shortage <strong>of</strong> Man<strong>power</strong> : There is shortage <strong>of</strong> man<strong>power</strong> at JHP since long. The works are being done<br />

by this inadequate man<strong>power</strong> with constraints.<br />

b) Poor communication : This is a pocket area <strong>of</strong> Darjeeling district and so <strong>the</strong> transport as well as<br />

telephonic link with <strong>the</strong> main locality is very poor.<br />
