Next part of the power scenario of the WBSEB comprises - Infraline

OTHER ACTIVITIES :
a) Industrial relations : The project maintains a peaceful and harmonious relation among the employees,
agencies and local inhabitants.
b) Welfare activities : Jaldhaka Hydel Project is situated at remote hill of Darjeeling District. The authority
has set up several Housing Colonies, Medical Centre, Recreation Club, School, Local Bus Service, for
the employees posted at the project. The facilities are extended to the local people also as a part of
social activity.
c) Housing : There are sufficient nos. of staff quarters in eight nos. colonies located near the work places
viz. Bndu, Paren, Now-Paren, Lower-Paren, Phase-6, Jhalong I & II and Stage-II. A bus runs between
Paren & Stage-II for movement of students & employees.
d) Medical facility : A Medical Centre headed by one Medical Officer is set up at Jhalong. The employees
get preliminary treatment and medicine free of cost from the Malbazar or north Bengal Medical College
at Siliguri during emergency.
e) Canteen : There is a canteen in each Power House and Bindu Barrage from where the operating staff
get meals at subsidized rate.
f) Co-operative stores : The project being located at a remote place, it maintains a Co-operative Store
from where the employees get their daily requirement of essential commodities at reasonable price.
g) Recreation : Recreational facilities are also extended to the employees and their families by establishing
two nos. recreation Clubs, one at Jhalong and other at Paren, with provision of indoor games. JHP also
organized cultural functions in these clubs.
IMPORTANT ISSUES :
RENOVATION, MODERNIZATION AND AUGMENTATION :
a) Need for the Scheme : This project has crossed its life of 35 years long back. Though the units
generating well, but the control has become sluggish and the back dated systems are not keeping in
pace with the present day requirement.
In view of above, it is proposed to renovate and augment also of the power station by utilizing latest and
state of art technology so that its life can be extended over a further long period.
b) Finalisation of DPR : WBSEB by their LOI no. CEH/camp Kolkata/2 dt. 09.02.02 engaged M/s MECON
Ltd., a PSU owned by the Govt. of India, to carry out the studies and consultancy services for
implementation of the scheme. M/s MECON Ltd. has submitted their feasibility study report after carrying
out non-destructive and hydrology tests.
c) Works : The renovation work of Stage-I Power House is planned to execute in six package called LOTs
as detailed below :
Lot-I General Civil Works
Lot-II Hydromechanical Works i.e. renovation of Bindu Barrage
Lot-III Work of Turbo-generator and its auxiliaries with associated electricals
Lot-IV Power House electrical including switchyard
Lot-V Augmentation i.e. installation of 4th unit at Stage-I and 3rd unit of Stage-II Power House
Lot-VI Implementation of SCADA system
Status of the Packages :
1. Lot-I DPR is under process
2. Lot-II Order placed on M/s R. M. Sinha. The owrk is on the verge of completion.
3. Lot-III Order placed on M/s V.A. Tech Hydro (I) Ltd. Target date of completion May, 08
4. Lot-IV Order placed on M/s ABB Ltd. Target date of completion July, 09
5. Lot-V Order will be placed shortly
6. Lot-VI This package is under tendering stage
The whole scheme will be financed by Power Finance Corporation under MNEP Scheme.
CONSTRAINTS :
a) Shortage of Manpower : There is shortage of manpower at JHP since long. The works are being done
by this inadequate manpower with constraints.
b) Poor communication : This is a pocket area of Darjeeling district and so the transport as well as
telephonic link with the main locality is very poor.
