PERSONNEL PLANNING CELL The Corporate Personnel Planning Cell is responsible to keep complete account of total manpower in the organisation. The primary duty of the department is to maintain full database of all sections, cadres and class of employees of WBSEB. Apart from Bio-data, the department is also responsible for maintenance of gradation list of employees and officers of all categories and streams. The Management Information System on different issues pertaining to manpower is also furnished from the department. Department is headed by one Sr. Manager (P&A) under direct supervision and guidance of Additional Secretary, having 13 number of non-technical employees and 1 no. of technical employee of different categories who actively participate in different level of generation of data on manpower. Another area of activity of this Cell, is related to creation of different offices, units, on examination of the proposal and creation of different manpower set-up to run those units. After implementation of APS under the WBSEB, one major functional area has been developed in the Cell related to finalisation of eligibility list for promotion of the employees of all categories and streams for class-II, class-III & class-IV categories in all offices of the Board. Eligibility list for more than 2176 employees have been developed during the period and referred to Standing Selection Committee-I & II for their further action to consider their suitability. The Cell is supported by one ‘HCL METEOR Server for supporting ‘FOXPRO System’ with 6 nos. of terminals. The entire database of Employee Number of which is more than 40,000 including retired employees are maintained through the system. There are also 6 number of stand alone PCs to support the System to maintain data base on various areas of activities including gradation list. Modernisation work of the system is underway. M/S CES Ltd. is develping the software. New hardware for LAN system will be installed to run the system with transfer of entire database. Activity-wise description of the performance made by the Cell during 2006-2007 is also appended below :- 1) Generation of data on availability of manpower of all level vis-á-vis vacancy, against sanctioned post on the basis of the Establishment Return submitted by the different field units of the Board as on 30.11.2006.
