CORPORATE VIGILANCE<br />

The Corporate Vigilance Cell is headed by <strong>the</strong> Chief Vigilance Officer and under <strong>the</strong> overall control <strong>of</strong> <strong>the</strong><br />

Secretary. It is manned by o<strong>the</strong>r <strong>of</strong>ficers and staff <strong>of</strong> <strong>the</strong> P&A and Accounts Wing. Enquiry Officers are appointed<br />

from amongst <strong>the</strong> retired <strong>of</strong>ficers <strong>of</strong> IAS/WBCS Cadres and pr<strong>of</strong>essionals, who are <strong>part</strong> time <strong>of</strong>ficers <strong>of</strong> <strong>the</strong><br />

Board appointed for conducting de<strong>part</strong>mental enquiries.<br />

The cases relating to <strong>the</strong> dereliction <strong>of</strong> duties, malpractices and corrupt practices involving moral turpitude,<br />

defalcation <strong>of</strong> cash, misappropriation <strong>of</strong> stores, forgery <strong>of</strong> documents, false claim, <strong>the</strong>ft <strong>of</strong> electricity, acceptance<br />

<strong>of</strong> illegal gratification etc., on <strong>the</strong> <strong>part</strong> <strong>of</strong> <strong>the</strong> employees/<strong>of</strong>ficers <strong>of</strong> <strong>the</strong> Board are being dealt with by Corporate<br />

Vigilance De<strong>part</strong>ment and de<strong>part</strong>mental proceedings are arranged where necessary. After <strong>the</strong> de<strong>part</strong>mental<br />

enquiry is over forwarding <strong>of</strong> findings, issue <strong>of</strong> second show-cause notice and imposition <strong>of</strong> punishment or<br />

acquittal orders are issued from Corporate Vigilance De<strong>part</strong>ment. This de<strong>part</strong>ment also acts as <strong>of</strong>fice <strong>of</strong> <strong>the</strong><br />

Standing Appellate Committee and process <strong>the</strong> appeal petitions submitted by <strong>the</strong> individual appellant. The<br />

declaration <strong>of</strong> assets in respect <strong>of</strong> all Class-I & II <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> Board are maintained at this de<strong>part</strong>ment.<br />

Vigilance report in respect <strong>of</strong> individual employees <strong>of</strong> all categories are being issued from this de<strong>part</strong>ment<br />

prior to giving <strong>the</strong>m service benefits including promotion/confirmation as well as release <strong>of</strong> terminal benefits<br />

including pension.<br />

This a<strong>part</strong>, <strong>the</strong> Corporate Vigilance Cell sporadically undertakes Anti-corruption drives by laying traps to<br />

catch <strong>the</strong> miscreants <strong>part</strong>icularly <strong>the</strong> employees or <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> Board red handed while accepting illegal<br />

gratification in cash or in kind. Moreover, <strong>the</strong> Corporate Vigilance De<strong>part</strong>ment undertakes consumer survey<br />

seeking <strong>the</strong>ir opinion in respect <strong>of</strong> <strong>the</strong> services rendered by <strong>the</strong> employees, as a measure <strong>of</strong> preventive<br />

vigilance.<br />

The activities, achievements and performance <strong>of</strong> <strong>the</strong> Corporate Vigilance Cell, during <strong>the</strong> year<br />

2006 – 07 (1.04.2006 – 31.03.2007) are tabulated below :<br />
