TEESTA CANAL FALL HYDEL PROJECT<br />
INTRODUCTION<br />
Teesta Canal Fall Hydel project consists <strong>of</strong> three Power Stations. Power Stn.-I at Leusipukri, Power Station-II<br />
at Haptiagach and Power Station-III at Bholagach. Power Station-I is in <strong>the</strong> District <strong>of</strong> Darjeeling whereas<br />
Power Station-II & III are in <strong>the</strong> District <strong>of</strong> Uttar Dinajpur District. All <strong>the</strong> three Power Stations are low headed<br />
Canal Fall Project <strong>of</strong> West Bengal State Electricity Board. Each <strong>of</strong> <strong>the</strong> three Power Station is having capacity<br />
<strong>of</strong> 22.5 MW (3 units × 7.5 MW). Thus <strong>the</strong> total capacity <strong>of</strong> three Power Stations is 67.5 MW. As per Detailed<br />
Project Report, <strong>the</strong> project is supposed to get a maximum <strong>of</strong> 330 cumecs <strong>of</strong> water through <strong>the</strong> Mahananda<br />
Main Canal <strong>of</strong> Irrigation and Waterways Directorate, Govt. <strong>of</strong> West Bengal. But actually it has got 60-75<br />
cumecs <strong>of</strong> water only in <strong>the</strong> months <strong>of</strong> August, 06, September, 06 and October, 06 during 2005-06. The nonavailability<br />
<strong>of</strong> water through MMC for <strong>the</strong> period <strong>of</strong> March, 06 to July, 06 is due to maintenance <strong>of</strong> Mahananda<br />
Main Canal by I&WD (canal shutdown started from 24.02.06 and withdrawn on 31.07.06 and again is under<br />
shutdown w.e.f. 01.11.06 and still continuing).<br />
BASIC FUNCTIONS :<br />
The basic function <strong>of</strong> this project is to generate <strong>power</strong> with <strong>the</strong> avilable water released by I&WD and <strong>the</strong><br />
generation <strong>of</strong> <strong>power</strong> is solely dependent on <strong>the</strong> avilability <strong>of</strong> water, released by I&WD through <strong>the</strong> Mahananda<br />
Main Canal. The generated <strong>power</strong> is evacuated to 132 KV grid through 2 nos. <strong>of</strong> 16 MVA 6.6 KV/ 132 KV<br />
transformers installed at each <strong>of</strong> <strong>the</strong> 3 Power Stations which are located at three different places.<br />
SCADA SYSTEM :<br />
The work <strong>of</strong> implementation <strong>of</strong> Supervisory Control and Data Acquisition System (SCADA) at Power Station-<br />
I has been completed and that for Power Station II and Power Station III are in progress. All <strong>the</strong> three units <strong>of</strong><br />
Power Station-I are now controlled from <strong>the</strong> Operators Consoles placed in <strong>the</strong> Control Room and <strong>the</strong> system<br />
is generating all <strong>the</strong> data <strong>of</strong> <strong>the</strong> entire system at <strong>the</strong> Power Station. The SCADA for Power Station- II and<br />
Power Station- III are also under implementation in collaboration with <strong>the</strong> De<strong>part</strong>ment <strong>of</strong> Information Technology,<br />
Govt. <strong>of</strong> India. The work for installation <strong>of</strong> SCADA at Power Station- II & Power Station- III is almost complete.<br />
From 1st November, 2006 <strong>the</strong> project is under shutdown condition due to non- availability <strong>of</strong> water for generation<br />
as Irrigation & Waterways Directorate has undertaken repair and maintenance work <strong>of</strong> <strong>the</strong> damaged<br />
embankment and as informed by I&WD that this shutdown would remain upto 30.06.2007.<br />
