Yen (29,526 MRs) (base year October 2005) covering <strong>the</strong> element <strong>of</strong> escalation, contingencies and IDC till<br />

commissioning <strong>of</strong> <strong>the</strong> Project. The Third Tranche Loan Agreement (No. ID-P 167) with sanctioned amount <strong>of</strong><br />

17,963 MY (7214 MRs) has been signed on 31 March 2006 with date <strong>of</strong> effectuation <strong>of</strong> 24 July 2006 and final<br />

date <strong>of</strong> disbursement as on 24 July 2013.<br />

The Project, in its present form involves construction <strong>of</strong> two Rockfill dams with Central clay core for Upper and<br />

Lower Reservoirs with a live storage <strong>of</strong> 13 million m 3 each, twin water conductor through tunnels and shafts,<br />

an underground <strong>power</strong> house to accommodate four reversible pump turbine <strong>of</strong> 225 MW each, an underground<br />

transformer cavern with an access tunnel, 400 KV Gas Insulated Sub-Station linked through a cable tunnel.<br />

Two 400 KV double circuit transmission lines connecting Durgapur and Arambag with <strong>the</strong> Project has been<br />

developed to transmit and receive bulk <strong>power</strong>.<br />

At present <strong>the</strong> project Head Quarters is headed by Project Manager is functioning at Vidyut Bhavan for proper<br />

implementation <strong>of</strong> <strong>the</strong> Project. He co-ordinates with <strong>the</strong> JBIC in successful execution <strong>of</strong> Loan Agreement,<br />

Consultants for Main Project activities and township Planning & Engineering Services for development <strong>of</strong><br />

infastructure, detailed design, tendering, evaluation <strong>of</strong> tenders etc. He also co-ordinates with <strong>the</strong> authorities<br />

for Land acquisition, environmental monitoring and o<strong>the</strong>r essential activities. Placement <strong>of</strong> order for major<br />

works and monitoring <strong>of</strong> <strong>the</strong> progress is also done by <strong>the</strong> head quarters. For execution <strong>of</strong> works properly a set<br />

up comprising <strong>of</strong> Engineers from different disciplines and Officers/staff under <strong>the</strong> leadership <strong>of</strong> <strong>the</strong> Project-<br />

Site-in-Charge are posted at site.<br />

Joint Venture-Purulia consisting <strong>of</strong> EPDC (J-Power), Japan & WAPCOS, India has been appointed as <strong>the</strong><br />

Main Consultants for Detailed Design & Construction Supervision and <strong>the</strong>ir work started from 1 January 1996.<br />

After expiry <strong>of</strong> <strong>the</strong> Original Consultancy Contract on 30 June 2003, a New Consultancy Contract was executed<br />

on 26 March 2004 with retrospective effect from 1 July 2003 and to be continued till completion <strong>of</strong> <strong>the</strong> Project.<br />

To meet up with <strong>the</strong> day-to-day supervision and related activities <strong>of</strong> <strong>the</strong> Project, reinforcement <strong>of</strong> additional<br />

man<strong>power</strong> support being provided by M/s WAPCOS to fulfil our requirements at <strong>the</strong> site as per scope <strong>of</strong> <strong>the</strong><br />

New Consultancy Contract.<br />

As per programme, with <strong>the</strong> assistance <strong>of</strong> Township Consultant, <strong>the</strong> infrastructure work like Colony (302 units<br />

<strong>of</strong> quarters), Project Road, Administrative Building Complex,etc.are completed and construction <strong>of</strong> most <strong>of</strong><br />

<strong>the</strong> utility buildings comprising <strong>of</strong> School Building, Health Centre, Recreation Club, Market, Fire Station etc.<br />

are on <strong>the</strong> verge <strong>of</strong> completion.Construction <strong>of</strong> 33 KV & 11 KV Transmission line and 33/11 KV Sub-Station for<br />

supplying Construction Power is completed and operational. The work <strong>of</strong> construction <strong>of</strong> 132 KV lines from<br />

Purulia to Bagmundi already completed and <strong>the</strong> same for 132 KV Sub-Station at Bagmundi & extension works<br />

at Purulia 132 kV Sub-Station has also been completed. Development <strong>of</strong> a Railway siding for <strong>the</strong> Project at<br />

Barabhum Railway Station completed and has become operational on & from 25 January 2005 after Traffic<br />

Notification having been issued by <strong>the</strong> S.E.Railway.<br />

Letter <strong>of</strong> Awards were placed on M/s KEC International Limited & M/s Jyoti – Kalpataru Consortium on 11<br />

February 2004 for Lot 2.1 (PPSP-Arambag 400 KV lines) and Lot 2.2 (PPSP-Durgapur 400 KV lines) packages<br />

respectively. Contract Agreements for both <strong>the</strong> packages were signed on 23 February 2004. Concurrence<br />

received from JBIC on 3 and 4 March 2004 for Lot-2.1 and Lot-2.2 Packages respectively. Construction works<br />

<strong>of</strong> both lines have been completed and charged on 27 and 28 January 2007.<br />

In regard to Lot-3 : 400 KV Extension Bays at Durgapur & Arambag Sub-Station, Letter <strong>of</strong> Award was placed<br />

on M/s BHEL, India on 22 December 2004. Contract Agreement signed on 8 March 2005. Concurrence<br />

received from JBIC on 8 April 2005. The completion <strong>of</strong> work was scheduled in August 2006. Works completed<br />

at PPSP end & Arambag end and commissioned on 27 January 2007. Work in Durgapur end is in progress.<br />

Letter <strong>of</strong> Award for Main Civil Works (Lot-4) was placed to M/S Taisei Corporation, Japan on 27 June 2001 and<br />

preliminary works under this lot had commenced on 1 August 2001. The key activities stood commenced on<br />

12 March 2002 after getting forest clearance. The whole <strong>of</strong> work has been substatantially completed by<br />

February 2007. Impounding <strong>of</strong> both <strong>the</strong> reservoirs had started on 2 July 2005.<br />

Letter <strong>of</strong> Award for Hydro-Mechanical Equipment (Lot-5) was placed on M/S Mitsubishi Heavy Industries<br />

Limited, Japan on 30 March 2001. Contract Agreement was signed on 20 April 2001. Concurrence received<br />

from JBIC on 11 June 2001. Supply as well as erection works <strong>of</strong> all equipment & material mostly completed.<br />

Painting work has also been completed. Dry Test <strong>of</strong> all <strong>the</strong> gates/trashrack/outlet equipment for both lower and<br />
