Next part of the power scenario of the WBSEB comprises - Infraline

Yen (29,526 MRs) (base year October 2005) covering the element of escalation, contingencies and IDC till
commissioning of the Project. The Third Tranche Loan Agreement (No. ID-P 167) with sanctioned amount of
17,963 MY (7214 MRs) has been signed on 31 March 2006 with date of effectuation of 24 July 2006 and final
date of disbursement as on 24 July 2013.
The Project, in its present form involves construction of two Rockfill dams with Central clay core for Upper and
Lower Reservoirs with a live storage of 13 million m 3 each, twin water conductor through tunnels and shafts,
an underground power house to accommodate four reversible pump turbine of 225 MW each, an underground
transformer cavern with an access tunnel, 400 KV Gas Insulated Sub-Station linked through a cable tunnel.
Two 400 KV double circuit transmission lines connecting Durgapur and Arambag with the Project has been
developed to transmit and receive bulk power.
At present the project Head Quarters is headed by Project Manager is functioning at Vidyut Bhavan for proper
implementation of the Project. He co-ordinates with the JBIC in successful execution of Loan Agreement,
Consultants for Main Project activities and township Planning & Engineering Services for development of
infastructure, detailed design, tendering, evaluation of tenders etc. He also co-ordinates with the authorities
for Land acquisition, environmental monitoring and other essential activities. Placement of order for major
works and monitoring of the progress is also done by the head quarters. For execution of works properly a set
up comprising of Engineers from different disciplines and Officers/staff under the leadership of the Project-
Site-in-Charge are posted at site.
Joint Venture-Purulia consisting of EPDC (J-Power), Japan & WAPCOS, India has been appointed as the
Main Consultants for Detailed Design & Construction Supervision and their work started from 1 January 1996.
After expiry of the Original Consultancy Contract on 30 June 2003, a New Consultancy Contract was executed
on 26 March 2004 with retrospective effect from 1 July 2003 and to be continued till completion of the Project.
To meet up with the day-to-day supervision and related activities of the Project, reinforcement of additional
manpower support being provided by M/s WAPCOS to fulfil our requirements at the site as per scope of the
New Consultancy Contract.
As per programme, with the assistance of Township Consultant, the infrastructure work like Colony (302 units
of quarters), Project Road, Administrative Building Complex,etc.are completed and construction of most of
the utility buildings comprising of School Building, Health Centre, Recreation Club, Market, Fire Station etc.
are on the verge of completion.Construction of 33 KV & 11 KV Transmission line and 33/11 KV Sub-Station for
supplying Construction Power is completed and operational. The work of construction of 132 KV lines from
Purulia to Bagmundi already completed and the same for 132 KV Sub-Station at Bagmundi & extension works
at Purulia 132 kV Sub-Station has also been completed. Development of a Railway siding for the Project at
Barabhum Railway Station completed and has become operational on & from 25 January 2005 after Traffic
Notification having been issued by the S.E.Railway.
Letter of Awards were placed on M/s KEC International Limited & M/s Jyoti – Kalpataru Consortium on 11
February 2004 for Lot 2.1 (PPSP-Arambag 400 KV lines) and Lot 2.2 (PPSP-Durgapur 400 KV lines) packages
respectively. Contract Agreements for both the packages were signed on 23 February 2004. Concurrence
received from JBIC on 3 and 4 March 2004 for Lot-2.1 and Lot-2.2 Packages respectively. Construction works
of both lines have been completed and charged on 27 and 28 January 2007.
In regard to Lot-3 : 400 KV Extension Bays at Durgapur & Arambag Sub-Station, Letter of Award was placed
on M/s BHEL, India on 22 December 2004. Contract Agreement signed on 8 March 2005. Concurrence
received from JBIC on 8 April 2005. The completion of work was scheduled in August 2006. Works completed
at PPSP end & Arambag end and commissioned on 27 January 2007. Work in Durgapur end is in progress.
Letter of Award for Main Civil Works (Lot-4) was placed to M/S Taisei Corporation, Japan on 27 June 2001 and
preliminary works under this lot had commenced on 1 August 2001. The key activities stood commenced on
12 March 2002 after getting forest clearance. The whole of work has been substatantially completed by
February 2007. Impounding of both the reservoirs had started on 2 July 2005.
Letter of Award for Hydro-Mechanical Equipment (Lot-5) was placed on M/S Mitsubishi Heavy Industries
Limited, Japan on 30 March 2001. Contract Agreement was signed on 20 April 2001. Concurrence received
from JBIC on 11 June 2001. Supply as well as erection works of all equipment & material mostly completed.
Painting work has also been completed. Dry Test of all the gates/trashrack/outlet equipment for both lower and
