CENTRAL COMMERCIAL Central Commercial Department is headed by the Chief Engineer who reports to the member (Commercial & HRD). The Central Commercial Department deals with matters pertaining to import of power from state power utilities, central sector power utilities, private power generating companies and other sources, export of power to other Distributing Licensees, neighbouring states and other region and all commercial matters relating to centralised bulk consumers, prospective bulk consumers, power supply to CESC Limited, power supply to Railways for traction purpose, all commercial matters relating to EREB, CEA, CERC, WBERC and other SEBs. This Deptt. also looks after the matters concerning general tariff structure and allied matters, annual power survey etc. This department also looks matter relating to open access, submission of comments on draft regulations published by CERC & SERC time to time. This department looks all other Regulatory affairs also and maintains all statistical data relating to Energy Input & Sale, AT & C Loss, T&D loss, consumers profile etc. IMPORT OF POWER To supplement its own generation, WBSEB imported bulk quantum of power from The West Bengal Power Development Corporation Ltd. (WBPDCL) from their Kolaghat Thermal Power Station comprising of 6 (six) units of 210 MW capacity each, Bakreswar TPS comprising of 3 (three) units of 210 MW each, Bandel TPS comprising of 4 (four) units of 80 MW each and one 210 MW unit, Santaldihi TPS comprising of 4 (four) units of 120 MW each, the National Thermal Power Corporation Ltd. (NTPC) from their Farakka Super Thermal Power Station comprising of 3 (three) units of 200 MW capacity each and two units of 500 MW capacity each, and Chukha Hydel Power Station of Bhutan Comprising of 4 (four) units of 84 MW capacity each and 60 MW Kurichhu HEP through PTC India Ltd. The Board also received power from 4 (four) units of 210 MW of Kahelgaon Thermal Power Station and 2 (Two) units of 500 MW generating sets of Talcher (Stage-I) Thermal Power Station of NTPC and 60 MW Rangeet Hydro Electric Project of NHPC. Besides this, Board imported energy from 3 (Three) units of 170 MW capacity each of Tala Hydel Power Station of Bhutan during 2006-07. WBSEB also imported some quantum of power from neighbouring power supply agencies viz. DPL, DVC DPSC Ltd. and Govt. of Sikkim to cater power to local pockets not reached by WBSEB network. WBSEB also imported some quantum of Green power from WBREDA, Electro Steel Casting Ltd. and Neora Hydro Limited during the year 2006-07. Besides above, some quantum of power was purchased by WBSEB from DVC, NVVNL, AEL & PTC to meet the peak demand of the system. For assessment of consumption of electrical energy by WBSEB and other beneficiaries in Eastern Region from the generation made available by NTPC, NHPC & PTC against the shares of respective beneficiaries, global method of accounts is followed and payment made accordingly of REA accounting. Total quantum of energy imported by WBSEB during 2006-07 was 20904.081 MU as against the import of 20374.894 MU in the previous year. POWER SOLD TO THE PERSON OTHER THAN LICENSEE A. GOVT. OF SIKKIM The Board in terms of Agreement signed between Govt. of West Bengal and Govt. of Sikkim supplied energy to the tune of 85.136 MU to the Govt. of Sikkim during the year 2006-07 from Rammam Stage-II PowerStation. B. OUTSIDE REGION During the period under review WBSEB sold surplus energy particularly during off-peak period to outside State/Region through competitive bidding to the tune of 1948.672 MU. WBSEB also sold energy to Assam SEB to the tune of 6.9 MU during the year 2006-07. BULK SUPPLY OF POWER TO LARGE CONSUMERS 37 (Thirty Seven) nos. new bulk consumers were added during the year under review. The particulars of new consumers are shown below : Sl.
