HUMAN RESOURCE DEVELOPMENT DEPARTMENT<br />

The Human Resource Development (HRD) De<strong>part</strong>ment is headed by a Chief Engineer & Sr. Director under<br />

Administrative control <strong>of</strong> Member (Commercial & HRD) who is responsible for im<strong>part</strong>ing training to <strong>the</strong> Executives<br />

and non-Executives for improvement <strong>of</strong> functioning.<br />

The HRD De<strong>part</strong>ment has <strong>the</strong> following Training Institutes under its functional control :<br />

1. Human Resource Development De<strong>part</strong>ment, Vidyut Bhavan, Bidhannagar, Kolkata - 700 091<br />

2. Central Training Institute, Tribeni, Hooghly<br />

3. Salt Lake Technical Training Centre, B-2/3, LA Block, Sector-III, Kolkata - 700 098<br />

4. Kalyani Junior Training Centre, Kalyani, Nadia<br />

The details <strong>of</strong> program conducted in all <strong>the</strong> above Institutes are briefly narrated later to depict <strong>the</strong> nature/topic<br />

<strong>of</strong> courses taught/discussed and no. <strong>of</strong> <strong>part</strong>icipants attended. The following relevant areas where HRD Deptt.<br />

was vigil and acted to make this Wing more functional are :<br />

Review/evaluation <strong>of</strong> training program<br />

The HRD Deptt. is attempting to evaluate and review <strong>of</strong> <strong>the</strong> training programs being attended by various<br />

<strong>part</strong>icipants to measure <strong>the</strong> effectiveness on <strong>the</strong> feedback <strong>of</strong> <strong>the</strong> performance <strong>of</strong> trained personnel. The exposure<br />

which <strong>the</strong> <strong>part</strong>icipants are subjected to are attempted to be utilized in <strong>the</strong> practical field as far as possible.<br />

Training in Information Technology (IT)<br />

In view <strong>of</strong> Govt. <strong>of</strong> India’s policy to utilize various IT tools in <strong>the</strong> <strong>power</strong> sector and IT literate personnel in <strong>power</strong><br />

utilities being very small, <strong>WBSEB</strong> has been very much alert on it and in order to improve productivity, HRD<br />

De<strong>part</strong>ment is trying to effectively use it as a major tool in improving its functioning.<br />

Training for ALL<br />

The policy guideline <strong>of</strong> Govt. <strong>of</strong> India that <strong>the</strong> ultimate goal would be customers’ satisfaction and every employee<br />

has to develop his/her potential to <strong>the</strong> maximum and in doing so, HRD Deptt. has been on <strong>the</strong> lookout to<br />

im<strong>part</strong> training for a minimum period <strong>of</strong> one week annually for each employee.<br />

Adoption <strong>of</strong> Training Policy in <strong>WBSEB</strong><br />

The Training Policy in <strong>WBSEB</strong> has been made an integral <strong>part</strong> in functioning and an <strong>of</strong>fice order no.6246 dated<br />

10 March 2006 <strong>of</strong> <strong>the</strong> Secretary to this effect was issued which was a long felt need.<br />

Training Budget<br />

The Govt. <strong>of</strong> India’s directive calls for provision <strong>of</strong> a minimum <strong>of</strong> 1.5% <strong>of</strong> salary budget initially which is to be<br />

increased to a level <strong>of</strong> 5% for which all efforts are being made to improving functioning <strong>of</strong> HRD De<strong>part</strong>ment.<br />

Training in Disaster Management<br />

<strong>WBSEB</strong> is alert in this front and to tackle disaster situation like, fire, earth-quake etc. and in order to restore<br />

<strong>power</strong> within shortest possible time, HRD Deptt. has sent various <strong>part</strong>icipants to attend such training course<br />

im<strong>part</strong>ed by different TIs.<br />

Management Development Program<br />

<strong>WBSEB</strong> has been pro-active in sending/nominating its employees for <strong>the</strong> Post Graduate program in Energy<br />

Management with specialization in Distribution in order to create a pool <strong>of</strong> talents in <strong>power</strong> distribution units so<br />

that <strong>the</strong> <strong>part</strong>icipants after completion <strong>of</strong> <strong>the</strong> course can serve better in <strong>WBSEB</strong>.<br />
