ELECTRONIC DATA PROCESSING CELL The Electronic Data Processing (EDP) Cell is headed by the Dy. Chief Engineer. The major activities of this cell during 2006-2007 are as follows: Computerised Cash Collection System 1st Phase Modernisation and Upgradation of Group Electric Supplies through creation of I.T. Infrastructure. All 75 Gr. E/S have been commercially operated successfully under this scheme. Apart from On-Line Cash Collection System, various other activities like meter reading, entry and query of consumers and bill, Application Monitoring System (AMS), issuing duplicate consumer receipt, addressing consumer grievances etc. will also be done from Gr. Electric Supplies. It is a phase-III APDRP project, which has been successfully completed in time. PC Based & On-Line Cash Collection System are running in 35 Nos. Gr. E/S. A Project work has already been taken up by the EDP cell to modernize these Gr. E/S. 10 nos. newly created Gr.E/S has also been included in this project to give the same status to the consumers, at per with parent Gr.E/S. This project, amounting to Rs. 210.32 Lakh has already been approved by the Board and funding has also been approved by APDRP. LOA has been placed vide Order No. WBSEB/CED/EDP/39.02/3475 Dtd. 14.02.06 for UPS to M/s Numeric Power Systems Limited and vide Order No. WBSEB/CED/EDP/39.02(A)/3527 dt. 08.03.06 to M/s CMS for IT & Communication. Work is expected to be completed by May ‘2007. 2nd Phase Modernisation of Gr. E/S : 35 Nos. Gr.E/S, which exceed the consumer strength of 15000 during 2004, have been considered in this project. The DPR of this project (amounting Rs. 294.49 Lakh) has also already been approved by the Board and funding has also been approved by APDRP. LOA has been placed vide Order No. WBSEB/CED/EDP/39.02/3475 dt. 14.02.06 for UPS to M/s Numeric Power Systems Limited and vide Order No. WBSEB/CED/ EDP/39.02(A)/3527 dt. 08.03.06 to M/s CMS for IT & Communication. Work is expected to be completed by May ‘2007. Scheme for Zonal Data Storage and Customer Call Centre: The scheme amounting to Rs. 22.5 Crores @ Rs. 4.5 Core per Zone on an average, has already been approved by the Board and funding has also been accorded by APDRP. To start with Burdwan Zone will be the host, as this Zone (consisting of Burdwan & Birbhum Districts) is enriched in both Industrial and Agricultural flavour and have the following cutting edges :- 1. Have both rural and urban consumers. 2. Have provision of using Board’s own premises for call center creation. 3. Have commutable distance from HQ for regular monitoring. After implementation of this scheme in Burdwan Zone, around 7.5 lakh consumers will be benefited apart from top management and policy makers of WBSEB. This will help the existing database perform in a better way, preserve data with authenticity, analyze data for better business strategy, for consolidation of real or near real time data and Geographically dispersed data backup and MIS Reports. This will cover the following business activities : a) Application Monitoring in a transparent way b) Fault management in an efficient manner c) Meeting customer query for bills, payment etc. Annual Report 2006-2007 115

Automatic data flow including transfer of employee and MIS report generation has already been started successfully. Upgradation of 38 nos. Xeon Server : A scheme had taken up to upgrade the existing Xeon servers, installed at DCCs for cash collection work. These servers have already been upgraded by adding one additional processor, additional 2GB RAM and one hardware RAID Controller in all the DCCs. After upgradation, these servers are now able to take up the additional load of L & MV Bill & bulk Bill. PIS and Pay packages will also be added to this server in phases. Performance of both L & MV Billing and Cash collection package has been increased a lot due to this addition. Hosting of WBSEB Portal (www.wbseb.gov.in) EDP Cell maintains a Portal of WBSEB and upgrades the same on daily basis. Various information about activities of WBSEB, employee information, Tender Notices etc. are displayed on the Portal. Information regarding consumer billing status for Centralized Bulk, Decentralized Bulk and L&MV Consumers (partly) are also displayed and are updated weekly. Major works done under L&MV Billing Software * Development and implementation of software for centralized consolidated billing and collection of different Government and other L&MV consumers having multiple service connections throughout WBSEB. * Modification of L&MV billing software system as per tariff order issued by the West Bengal State Electricity Regulatory Commission dated May ‘2006 for the year. 116 Annual Report 2006-2007
