INTRODUCTION West Bengal State Electricity Board came into being on 1.5.1955. The Board is a creation of the Electricity (Supply) Act., 1948 as enacted by the Parliament of India on 10th September, 1948. The Board is constituted by Notification in the Gazette of the Government of West Bengal. The Members of the Board are appointed by the State Government and one of the Members is appointed Chairman of the Board. Consequent upon legislation of the Electricity Act 2003, pursuant to the proviso to Sec. 14 of the Act., the Board was functioning as Distribution and Transmission licensee as well as State Transmission utility initially for one year from 10.6.2003 to 9.6.2004 and the term of the Board was extended initially for one year upto 9.6.2005 and further extended upto 9.12.2005 vide the Govt. Order No. 218-Power/III/3R-05/ 2003 dtd. 9.6.2004 & 158-PO/O/III/3R-05/2003 Pt dtd. 1.6.2005 respectively. The term of the Board was further extended upto 9.6.06 vide Notification No. 474A-PO/O/III/3R-05/2003 Ptv dtd. 07.12.05 and then upto 9th December 2006 vide Notification No. 310-PO/0/III/3R-05/2003 Ptv dtd. 08.09.2006 of the Govt. of West Bengal in the Deptt. of Power & NES. The Board was re-constituted vide Notification No. 277-P/IV/2E-15/2001 dt. 20/4/05 for the period from 01.05.05 to 30.04.07 with the following persons as Members of the Board :- 1) Sri M. K. De 2) Sri M. K. Ray 3) Sri S. K. Ghosh 4) Sri S. K. Gupta 5) Sri D. K. Roy 6) Sri P. Roy, Principal Secretary, Power Department 7) Sri S. Ghosh, Principal Secretary, Finance Department Sri. M. K. De was appointed Chairman of the Board whereas Sri M. K. Roy, Sri S. K. Ghosh, Sri S. K. Gupta and Sri D. K. Roy were appointed as whole time Members of the Board. Sri Sunil Mitra, Principal Secretary, Deptt. of Power & NES was inducted as Member of the Board in place of Sri P. Roy, vide Notification No.-423-PO/O/IV/2E-15/2001 dt. 08.07.05. • Sri Asoke Kumar Bala, IAS, has been appointed Secretary of WBSEB vide Notification No. 2905- PAR(IAS)/5C-02/05 dt. 23.12.05 & 19-PO/O/IV/2E-28/98 dt. 10.01.06. • Sri S. K. Gupta, IAS, was appointed as Member – Secretary, WB Pollution Control Board vide Notification No. 2892-PAR(IAS)/5C-02/05 dt. 21.12.05. General duties of the Board as enunciated in the Act of 1948 shall be the promotion of co-ordinated development of the generation, supply and distribution of electricity within the State in the most efficient and economical manner, development of areas not served by any supplier and in particular (a) to prepare and carry out specified schemes, (b) to supply electricity to owners of control stations and to licensees whose stations are closed down under the Act of 1948 and (c) to supply electricity as soon as practicable to any other licensees requiring such supply and whom the Board be competent under this Act so to supply.
