MANAGEMENT RELATIONS CELL<br />

The Cell is headed by one Sr. Manager (P&A) who functions under <strong>the</strong> overall supervision <strong>of</strong> <strong>the</strong> Dy.<br />

General Manager (P&A) Corporate under <strong>the</strong> control <strong>of</strong> Secretary.<br />

Main functions <strong>of</strong> M.R. Cell are as follows :<br />

Assessing vacancy positions<br />

Issue <strong>of</strong> <strong>the</strong> appointment orders in favour <strong>of</strong> <strong>the</strong> empanelled candidates (outsiders)<br />

Issue <strong>of</strong> promotion order in favour <strong>of</strong> <strong>the</strong> de<strong>part</strong>mental Officers from Class-II to Class-I posts and<br />

from different Class-I to higher level posts<br />

Issue <strong>of</strong> order on completion <strong>of</strong> probation period<br />

Issue <strong>of</strong> confirmation order in Board’s service<br />

Issue <strong>of</strong> orders granting Sr. Scale/CAS<br />

Issue <strong>of</strong> superannuation notice to all Class-I Officers.<br />

Issue <strong>of</strong> transfer orders<br />

Preparation <strong>of</strong> <strong>the</strong> Bio-Data <strong>of</strong> <strong>the</strong> Officers for transfer/promotion decision<br />

Issue <strong>of</strong> <strong>the</strong> order pertaining to Charge Allowance in favour <strong>of</strong> <strong>the</strong> Officers, holding Addl. / higher<br />

charge<br />

To dispose <strong>of</strong> <strong>the</strong> matter relating to pay guard / pay protection / step-up<br />

Issue <strong>of</strong> NOC for passport / Visa<br />

Issue <strong>of</strong> NOC for Outside employment & forwarding <strong>of</strong> application to o<strong>the</strong>r organizations<br />

Granting permission for higher study<br />

To deal with leave <strong>of</strong> <strong>the</strong> Officers (Corporate Office) as well as Officers <strong>of</strong> <strong>the</strong> rank <strong>of</strong> Chief<br />

Engineer/Addl. CE and issue <strong>of</strong> leave encashment order for those <strong>of</strong>ficers<br />

Processing matters related VR/Resignation and issue <strong>of</strong> final NDC for release <strong>of</strong> terminal benefit<br />

<strong>of</strong> those <strong>of</strong>ficers who have/had resigned/retired voluntarily or on superannuation<br />

Order for placement <strong>of</strong> Officers on deputation service to o<strong>the</strong>r organization<br />

Matters related to counting <strong>of</strong> Past Services rendered in o<strong>the</strong>r organization<br />

Processing disciplinary actions/measures against a delinquent Officer as and when decided by <strong>the</strong><br />

competent authority<br />

Determination / re-determination <strong>of</strong> seniority<br />

Regularisation <strong>of</strong> different matters after suspension / re-instatement<br />

Preparation <strong>of</strong> papers and furnishing information, documents for defending Board’s interest in<br />

different <strong>of</strong>ficers related court cases, at High Court and different forum<br />

Processing <strong>the</strong> case <strong>of</strong> <strong>of</strong>ficers on deputation in foreign service/o<strong>the</strong>r de<strong>part</strong>ment/organization and<br />

establishment work <strong>of</strong> those <strong>of</strong>ficers<br />

Policy related issues <strong>of</strong> personal matters, suggestion / recommendation<br />

Processing <strong>of</strong> cases related to foreign tour <strong>of</strong> <strong>the</strong> <strong>of</strong>ficers due to training / inspection and issuance<br />

<strong>of</strong> oreder <strong>the</strong>re<strong>of</strong><br />
