3. (a) The MSD <strong>of</strong> the Ministry <strong>of</strong> Health is resp<strong>on</strong>sible for the c<strong>on</strong>solidati<strong>on</strong><br />
<strong>of</strong> annual requirements <strong>of</strong> <strong>drugs</strong> for the instituti<strong>on</strong>s under the Central Ministry<br />
and the Provincial Councils. Nati<strong>on</strong>al indents so developed are passed <strong>on</strong> to<br />
the SPC for procurement. The <strong>drugs</strong> so procured are sent to the MSD by the<br />
SPC for storage and distributi<strong>on</strong> to all the instituti<strong>on</strong>s.<br />
(b) The <strong>management</strong> cycle begins in August <strong>of</strong> the current year (year 1) with<br />
the preparati<strong>on</strong> <strong>of</strong> instituti<strong>on</strong>al estimates for the next year (year 2). Instituti<strong>on</strong>s<br />
should send their estimates by October <strong>of</strong> current year (year 1) to MSD. The<br />
MSD c<strong>on</strong>solidates the estimates, forecasts the annual requirements and places<br />
