expenditure incurred <strong>on</strong> fuel and labour should be reimbursed by<br />

respective the Provincial Councils. MSD will take every attempt to<br />

distribute <strong>drugs</strong> by railway wherever that facility is available and the<br />

respective instituti<strong>on</strong>s should settle the bills at the receiving end. Also if<br />

the Provincial/Regi<strong>on</strong>al Directors desire to get their medical supplies by<br />

Railway they may do so, having informed the Director/MSD well in<br />

advance and settle the transport charges accordingly. If the Provincial<br />

and Regi<strong>on</strong>al Directors are able to provide their own transport they may<br />

do so, having informed the Director/MSD.<br />

Cold chain has to be maintained for all thermo labile <strong>drugs</strong> during<br />

transport. Cold storage items will not be issued to any <strong>of</strong>ficer other than<br />

the pharmacist/storekeeper <strong>of</strong> the relevant institute/RMSD. Also<br />

sufficient number <strong>of</strong> cold boxes and cooling elements should be brought.<br />

In case the head <strong>of</strong> the instituti<strong>on</strong> decides to send an <strong>of</strong>ficer other than a<br />

pharmacist/storekeeper, he may do so by taking full resp<strong>on</strong>sibility <strong>of</strong><br />

maintaining the cold chain during transport and such delegati<strong>on</strong> should be<br />

communicated to the Director/MSD in writing.<br />

5. If the <strong>drugs</strong> by any chance do not reach the RMSD and other health<br />

instituti<strong>on</strong>s as per the advance programme <strong>of</strong> the MSD, or if sufficient<br />

quantities <strong>of</strong> the <strong>drugs</strong> ordered are not received, the Oi/c/RMSD or the<br />

resp<strong>on</strong>sible <strong>of</strong>ficer should immediately c<strong>on</strong>tact the assistant director in<br />

charge <strong>of</strong> the relevant secti<strong>on</strong> and ascertain the status. Where necessary<br />

he should in c<strong>on</strong>sultati<strong>on</strong> with RDHS and D/MSD, make alternate<br />

arrangements to collect the <strong>drugs</strong> from the MSD. For this purpose any<br />

mode <strong>of</strong> transport menti<strong>on</strong>ed in paragraph 4 above could be utilized.<br />

6. Narcotics.<br />

As regards to narcotic <strong>drugs</strong>, each instituti<strong>on</strong> should submit periodical<br />

indents through the respective RDHS to Director/MSD as and when the<br />

instituti<strong>on</strong>al stocks reach a low level (<strong>on</strong>e m<strong>on</strong>th requirement). The<br />

Director/MSD will then issue the narcotic <strong>drugs</strong> to the authorized<br />

pers<strong>on</strong> or to an identified representative <strong>of</strong> the authorized pers<strong>on</strong> as<br />

stipulated in the Pois<strong>on</strong>, Opium and Dangerous Drugs Act.<br />

7. Medical Gases.<br />

As regards to medical gases, each medical instituti<strong>on</strong> will be supplied a<br />

specified number <strong>of</strong> cylinders. This will meet the requirements for<br />

buffer stock as well. An inventory <strong>of</strong> cylinders should be maintained at<br />
