DISPOSAL OF EXPIRED/SPOILT DRUGS AND MINIMIZING<br />

WASTAGE<br />

Past experience has shown that significant percentage <strong>of</strong> <strong>drugs</strong> procured for<br />

the state health sector has been disposed <strong>of</strong> due to: -<br />

1. Expiry<br />

2. Spoilage due to improper storage<br />

3. Quality failure.<br />

The proporti<strong>on</strong> <strong>of</strong> <strong>drugs</strong> wasted is so high, the financial value amounts to<br />

milli<strong>on</strong>s <strong>of</strong> rupees annually. Therefore every attempt should be made to<br />

minimize such wastage.<br />

Some important steps are,<br />

1. Preparati<strong>on</strong> <strong>of</strong> realistic estimates.<br />

2. Creati<strong>on</strong> <strong>of</strong> cost c<strong>on</strong>sciousness am<strong>on</strong>g the <strong>of</strong>ficers c<strong>on</strong>cerned will help to<br />

take precauti<strong>on</strong>ary measures.<br />

3. Computerizati<strong>on</strong> <strong>of</strong> medical supplies <strong>management</strong> informati<strong>on</strong> system<br />

linking all instituti<strong>on</strong>s will help to minimize wastage.<br />

4. Adherence to standard treatment protocols,<br />

5. Avoidance <strong>of</strong> over prescribing and polypharmacy<br />

6. Avoidance <strong>of</strong> prescripti<strong>on</strong> <strong>on</strong> patient demand<br />

7. Re-distributi<strong>on</strong> <strong>of</strong> excess and short expiry <strong>drugs</strong><br />

8. Taking all possible steps to prevent pilferage<br />

9. Maintenance <strong>of</strong> proper storage c<strong>on</strong>diti<strong>on</strong>s<br />

10. Proper and careful handling <strong>of</strong> packages<br />

The following guidelines are laid down for efficient disposal <strong>of</strong> expired/spoilt<br />

<strong>drugs</strong>.<br />

1. Excess <strong>drugs</strong>: -<br />

1.1 It shall be the resp<strong>on</strong>sibility <strong>of</strong> the head <strong>of</strong> the instituti<strong>on</strong> and RMSD<br />

to furnish lists <strong>of</strong> excess <strong>drugs</strong> to RDHS m<strong>on</strong>thly.<br />

1.2 The RDHS should take acti<strong>on</strong> to transfer the excess <strong>drugs</strong> to another<br />

instituti<strong>on</strong> or to RMSD. If this is not possible RDHS will arrange with the<br />

Provincial Director for redistributi<strong>on</strong> within the province. In the event<br />

such acti<strong>on</strong> is not possible PDHS should communicate with other<br />

PDHSS/Director MSD for redistributi<strong>on</strong> am<strong>on</strong>g other provinces/regi<strong>on</strong>s<br />

or instituti<strong>on</strong>s coming under the central ministry.<br />
