42. Delivery schedules are planned based <strong>on</strong> storage capacity at MSD for<br />

different types <strong>of</strong> items (eg. cold storage).<br />

43. Order lists are then forwarded to the SPC.<br />

44. A mid year review <strong>of</strong> the supply positi<strong>on</strong> is d<strong>on</strong>e in order to make<br />

adjustments to the existing orders or to place additi<strong>on</strong>al orders if necessary.<br />

Procurement Procedure <strong>of</strong> the SPC<br />

45. The SPC has been designated as the sole procurement agency for<br />

pharmaceuticals and surgical c<strong>on</strong>sumables items required by the government<br />

health instituti<strong>on</strong>s.<br />

These items are imported or locally purchased and supplied to the MSD <strong>of</strong> the<br />

Department <strong>of</strong> Health Services from where they are distributed to government<br />

health instituti<strong>on</strong>s.<br />

46. The SPC follows the “Government Tender Procedure – Revised Editi<strong>on</strong><br />

August 1997” to procure such medical supplies.<br />

Worldwide tenders are invited, giving approximately six weeks for suppliers<br />

to submit tenders. A tender box is opened for each such tender where<br />

quotati<strong>on</strong>s are deposited. Tenders are opened in the presence <strong>of</strong> foreign<br />

suppliers and / or their local agents.<br />

47. After tenders are opened, the tenders are scheduled in ascending order <strong>of</strong><br />

prices quoted. Scheduling <strong>of</strong> <strong>of</strong>fers is handled by the Imports Department <strong>of</strong><br />

the SPC and submitted for technical evaluati<strong>on</strong>.<br />

48. After technical evaluati<strong>on</strong>, the files are submitted to the relevant Tender<br />

Boards depending <strong>on</strong> the value <strong>of</strong> the recommended <strong>of</strong>fer.<br />

The Tender Boards are as follows:-<br />

Limits <strong>of</strong> Authority<br />

1. Minor Tender Board up to Rs. 5 milli<strong>on</strong><br />

2. Departmental Tender Board up to Rs. 25 milli<strong>on</strong><br />

3. Ministry Tender Board up to Rs. 100 milli<strong>on</strong><br />

4. Cabinet Appointed Tender Board above Rs. 100 milli<strong>on</strong><br />

49.After a tender award, an indent is sent to the supplier, who is asked to<br />

submit a Performance B<strong>on</strong>d if the value is above Rs. 5 milli<strong>on</strong>. Where the<br />
