3.2 Establishment <strong>of</strong> Board <strong>of</strong> Survey<br />

The Board <strong>of</strong> Survey is establishing for disposal <strong>of</strong> unusable stocks <strong>of</strong><br />

equipment, pharmaceuticals and other items, under FR 756. On the<br />

recommendati<strong>on</strong> <strong>of</strong> the Board approval for disposal / sale, is granted by<br />

director (stock verificati<strong>on</strong>).<br />

The Board c<strong>on</strong>sist <strong>of</strong> 1 to 4 <strong>of</strong> the following <strong>of</strong>ficers and specialty <strong>of</strong>ficer as<br />

relevant to the item/ items c<strong>on</strong>cerned, which comes under 5 to 8 <strong>of</strong> the<br />

following.<br />

1. Head <strong>of</strong> the Instituti<strong>on</strong> –Chairman<br />

2. Accountant- Member<br />

3. Hospital Secretary/ Administrative <strong>of</strong>ficer- Member<br />

4. Director (Finance) / Nominee–Member<br />

5. Director Biomedical Engineering /Nominee–Member<br />

6. Director- MSD /Nominee–Member<br />

7. Director Building –Ministry <strong>of</strong> Health / Nominee–Member<br />

In case <strong>of</strong> <strong>drugs</strong> withdrawn due to quality failure the respective head <strong>of</strong> the<br />

instituti<strong>on</strong>s/ RMSD should inform the quantity so withdrawn to D/MSD as per<br />

instructi<strong>on</strong>s given in circular.WMS-02/66/2007 (Annexure xviii)<br />

04. Reporting <strong>of</strong> disposal<br />

4.1 All <strong>drugs</strong> disposed <strong>of</strong> should be reported as indicated below using the<br />

quarterly return form (annexure xix) – to<br />

(a). Directors <strong>of</strong> TH and other instituti<strong>on</strong>s under the line ministry <strong>of</strong><br />

health should send this return to D/MSD<br />

(b). All provisi<strong>on</strong>al instituti<strong>on</strong>s should send this report to respective<br />

provincial director.<br />

(c).Provincial Director should forward a c<strong>on</strong>solidated return to D/M.SD<br />

(d).D/M.S.D. in turn should submit a c<strong>on</strong>solidated report to DGHS<br />

5. Disposal<br />

5.1 Every possible step should be taken to dispose <strong>of</strong> the c<strong>on</strong>demned<br />

medical supplies to ensure that they cannot be reused or does not cause<br />

envir<strong>on</strong>mental problems.<br />

5.2. The best way to destroy them is by incinerati<strong>on</strong>.<br />

5.3. Tablets, capsules can be buried in a pit, minimum <strong>of</strong> 5 to10 feet deep<br />

from the ground level, minimum <strong>of</strong> 50 feet away from any water resource,<br />

in a suitable land which does not cause envir<strong>on</strong>mental polluti<strong>on</strong>. Vials and<br />
