4.3 IT Practitioners in Germany<br />

The most significant recent national analysis <strong>of</strong> <strong>the</strong> ICT skills position in Germany is provided in<br />

“Monitoring Informationswirtschaft” (Monitoring <strong>the</strong> Information Economy) published in 2001 by <strong>the</strong><br />

Institute for Information Economics (IIE) toge<strong>the</strong>r with <strong>the</strong> market research company Infratest Burke for<br />

<strong>the</strong> German Federal Ministry for Economics and Technology. The “Core report” (Band 1: 2. Kernbericht)<br />

is a broad, comprehensive analysis <strong>of</strong> <strong>the</strong> current international technology/market position, covering<br />

- from a German perspective - <strong>the</strong> overall market for <strong>the</strong> Information Economy (IE), Infrastructure basics,<br />

and Applications. The analysis <strong>of</strong> <strong>the</strong> “ICT and Information Economy <strong>Labour</strong> <strong>Market</strong>” covers<br />

• Employee numbers in ICT,<br />

• Salaries in <strong>the</strong> IT field,<br />

• “Green Card” arrangements,<br />

• Education and Training, and<br />

• Call Centre requirements.<br />

The study reports a number <strong>of</strong> figures, based on a survey <strong>of</strong> experts in <strong>the</strong> field, associated with<br />

estimated numbers <strong>of</strong> workers and shortages.<br />

Figure 4 shows <strong>the</strong> development over <strong>the</strong> second half <strong>of</strong> <strong>the</strong> 1990s <strong>of</strong> <strong>the</strong> estimated IT Practitioner<br />

workforce in Germany, based on <strong>of</strong>ficial German <strong>Labour</strong> Force <strong>Survey</strong> (LFS) data (for <strong>the</strong> two IT<br />

Practitioner occupations - i.e. total <strong>of</strong> figures for ISCO’s 213 and 312).<br />
