6.3 Issues needing Fur<strong>the</strong>r Clarification<br />

The data ga<strong>the</strong>red for this study, toge<strong>the</strong>r with experience in <strong>the</strong> United Kingdom, suggests that <strong>the</strong>re<br />

are a number <strong>of</strong> key issues in relation to <strong>the</strong> IT Practitioner labour market and <strong>the</strong> future supply <strong>of</strong><br />

such skills for <strong>the</strong> EU as a whole. If <strong>the</strong> leading position in <strong>the</strong> development and use <strong>of</strong> <strong>the</strong> strategic<br />

Information and Communication Technologies aspired to for Europe by Commissioner Erkki Liikanen<br />

and o<strong>the</strong>rs is to be realized, it is likely that measures in relation to <strong>the</strong> following key issues must be given<br />

serious consideration. Clarification is needed in particular in relation to:<br />

• <strong>the</strong> importance <strong>of</strong> <strong>the</strong> IT Practitioner community active within User organisations, in addition<br />

to that within <strong>the</strong> ICT (Supply) Industry (e.g. improved understanding <strong>of</strong> <strong>the</strong> needs <strong>of</strong> employers<br />

and practitioners beyond <strong>the</strong> ICT sector). Possible <strong>European</strong> level measures might include:<br />

improved measuring <strong>of</strong> this community and <strong>of</strong> labour market interactions between supply and<br />

user employers, identification <strong>of</strong> effective arrangements for ensuring adequate representation <strong>of</strong><br />

User employer needs;<br />

• <strong>the</strong> scale, scope, and importance <strong>of</strong>, and possible effective measures to prepare, those without<br />

IT tertiary education working as IT Practitioners. Measures might include improved publicprivate<br />

partnerships tailored to providing high quality high intensity transition learning and<br />

assessment <strong>of</strong> those currently working in o<strong>the</strong>r occupations. EU level measures need to consider<br />

both successful experience (good practice) in those Member States with experience and a<br />

<strong>European</strong> wide relevant assessment standard (e.g. EUCIP). Possible <strong>European</strong> level measures<br />

might include: streng<strong>the</strong>ned support for EUCIP-like initiatives in addition to Tertiary IT curriculum<br />

development (e.g. drawing on Career-Space developments);<br />

• opportunities for improving <strong>the</strong> validity and consistency <strong>of</strong> national data-ga<strong>the</strong>ring in relation to<br />

understanding <strong>the</strong> IT Practitioner labour market Possible <strong>European</strong> level measures might include:<br />

analysis <strong>of</strong> current constraints to refinement <strong>of</strong> <strong>of</strong>ficial classification and survey arrangements;<br />

agreement on occupational classifications that could be used for new primary research across all<br />

Member States, etc.<br />

In nearly every case, improved understanding <strong>of</strong> <strong>the</strong> exact position in relation to <strong>the</strong>se issues through <strong>the</strong><br />

assembling <strong>of</strong> fur<strong>the</strong>r objective data, and <strong>the</strong> following section lists <strong>the</strong> areas where <strong>the</strong> data ga<strong>the</strong>red for<br />

this study could be usefully extended.<br />
