6.4 Proposed Full Study for all EU Member States<br />

This Preliminary Study has produced certain baseline understanding <strong>of</strong> <strong>the</strong> overall position <strong>of</strong> <strong>the</strong><br />

<strong>European</strong> labour market for IT Practitioners, with <strong>the</strong> situation in four Member States being examined<br />

in more depth. However, <strong>the</strong> available resources have limited <strong>the</strong> depth to which certain aspects <strong>of</strong> <strong>the</strong><br />

analysis could proceed, and, in <strong>the</strong> light <strong>of</strong> CEPIS Member Society interests and priorities, considerably<br />

more light could be shed on particular aspects <strong>of</strong> <strong>the</strong> analysis.<br />

Among <strong>the</strong> areas that are candidates for fur<strong>the</strong>r data-ga<strong>the</strong>ring and analysis are (in order <strong>of</strong> consultant’s<br />

initial thoughts on relative importance/priority):<br />

a) Extension <strong>of</strong> <strong>the</strong> detailed coverage to <strong>the</strong> remainder <strong>of</strong> <strong>the</strong> EU Member States and to <strong>the</strong><br />

Computer Associate Pr<strong>of</strong>essional (ISCO 312) occupation;<br />

b) Comparison <strong>of</strong> <strong>the</strong> “actual” figures for Quarter 2 <strong>of</strong> 2001 (and beyond) when <strong>the</strong>se become<br />

available – with <strong>the</strong> scenario forecasts, and careful review <strong>of</strong> what can be learned from <strong>the</strong><br />

divergence(s);<br />

c) Investigations <strong>of</strong> <strong>the</strong> relationship between more detailed occupational frameworks and <strong>the</strong><br />

skillsets and competencies needed for effective performance <strong>of</strong> <strong>the</strong>se occupations (knowledge<br />

and understanding, experience and specific s<strong>of</strong>tware tool competencies – see Figure 1)<br />

d) Ga<strong>the</strong>ring <strong>of</strong> (<strong>of</strong>ficial) data on Higher Education provision in IT (including trend data), in<br />

particular:<br />

i. Flows through IT courses;<br />

ii. Prior academic achievement (and volumes) <strong>of</strong> applicants;<br />

iii. “First destinations” <strong>of</strong> graduates (IT graduates and non-IT graduates into IT Practitioner<br />

and o<strong>the</strong>r work as <strong>the</strong> first (real) job).<br />

e) Data on penetration <strong>of</strong> proprietary qualifications (at least for Micros<strong>of</strong>t and Cisco) within<br />

<strong>European</strong> countries (including trend data);<br />

f) Data on <strong>the</strong> (commercial) training market – including trends <strong>of</strong> best estimates <strong>of</strong> both turnover<br />

and volumes in Member States;<br />

g) Exploration <strong>of</strong> <strong>the</strong> dynamics <strong>of</strong> <strong>the</strong> national ITP labour market, in particular <strong>the</strong> (“phasing”)<br />

correlation <strong>of</strong> labour force levels in relation to business activity in IT;<br />

h) Review <strong>of</strong> o<strong>the</strong>r data sources (e.g. OECD work – e.g. on migration <strong>of</strong> ITPs);<br />

i) Extension <strong>of</strong> <strong>the</strong> analysis, where possible, to cover <strong>the</strong> Telecommunications sector and<br />

hardware-oriented occupations (e.g. electronic engineers);<br />

j) More detail on comparative review <strong>of</strong> impact <strong>of</strong> national policy responses, including documenting<br />

and dissemination <strong>of</strong> successful initiatives.<br />
