ISCED Levels 0-2: General Education<br />
Figure 13 shows <strong>the</strong> development <strong>of</strong> <strong>the</strong> share <strong>of</strong> those with (only) General Education (levels 0-2 <strong>of</strong> <strong>the</strong><br />
ISCED classification): <strong>the</strong> figures for <strong>the</strong> UK are suspect (<strong>the</strong> gap for 1998 and <strong>the</strong> dramatic difference <strong>of</strong><br />
<strong>the</strong> figures before and after that gap relate to <strong>the</strong> change (update) <strong>of</strong> ISCED standard over that period),<br />
but <strong>the</strong>re is a noticeable growth in <strong>the</strong> Levels 0-2 share in Germany against an apparently decreasing<br />
share in Sweden.<br />
ISCED Level 3: Upper Secondary Education<br />
The situation here (Figure 14) is relatively uniform, with <strong>the</strong> workforces in <strong>the</strong> UK and Germany showing<br />
ra<strong>the</strong>r close development over time and about one third <strong>of</strong> <strong>the</strong> Computing Pr<strong>of</strong>essionals holding<br />
ISCED Level 3 as <strong>the</strong>ir highest academic achievement. Sweden’s share is a little lower, at just over one<br />
quarter.<br />
ISCED Levels 5-7: Tertiary Education<br />
Here, too (Figure 15) <strong>the</strong>re is ra<strong>the</strong>r strong similarity between <strong>the</strong> situation in <strong>the</strong> three countries, except<br />
that <strong>the</strong> fraction <strong>of</strong> Computing Pr<strong>of</strong>essionals with ISCED Levels 5-7 has enjoyed a modest increase in <strong>the</strong><br />
UK and Sweden, but fallen by a comparable amount in Germany.<br />

In very broad terms, some 2/3 <strong>of</strong> Computing Pr<strong>of</strong>essionals (those allocated to ISCO 213) are graduates,<br />
and nearly 1/3 have upper secondary education. Note that this distribution would not be expected from<br />
<strong>the</strong> Computer Associate Pr<strong>of</strong>essional (ISCO 312) community.<br />
