Section 4.0 - Blackbum Treatment Options 4.3 OPTION 3 - USE EXISTING BLACKBURN WWTP FOR EOUALIZATIONlSTORAGE AND TRANSFER ALL FLOWS TO 4.3.1 Outline In this option the existing sewage lagoons would be converted to flow equalization/storage basins, and all flows transferred for treatment at the Lansdowne Road WWTP. A schematic representation of this option is presented in Figure 4.3. The principal beneiit of this option is that the peak flows being transferred from the Blackbum sewage collection area to the Lansdowne Road WWTP would be attenuated somewhat. An I/I reduction program is to be initiated and completed to reduce the volume of wastewater being transferred during wet ieather and snowmelt conditions. Tne existing Mackus Road pumpstation would be upgraded. It is believed that the Lansdowne Road WWTP has sufficient capacity to handle the projected future hydraulic and BODDSS loadings from the Blackburn sewage collection area. Key activities or capital works associated with this option are as follows: Implement VI reduction program. Modify lagoons for use as flow equalizationk.torage basins. Upgrade Mackus Road pumpstation to handle projected increased flows. Construct trunk gravity sewer to transfer all flows fiorn Blackbum sewerage area to Lansdowne Road WWTP. Upgrade downtown sewage collection system to handle increased flows from Blackbum sewerage area. Key technical issues associated with this option are as follows: Extent to which the LfI reduction program is able to reduce peak wet weather flows must be evaluated. City must maintain operation of storage basins; O&M costs of equalizationktorage basins are only slightly lower than O&M costs for the existing treatment lagoons. Major capital works needed to transfer flows to Lansdowne WWTP and modify lagoons.
Initiate llt reduction program and complete over 511 0 year period; assess PWWF based on results. Modify existing Blackbum WWTP to operate as storage basins. Route all flow to Lansdowne Road WWTP. Pipeline route (m m m) from Blackburn storage basins to Correctional Centre tie-in. Assess conditionlcapacity of existing Mackus Road PS. Assess conditionlcapacity of existing sewage conveyance system through downtown area. Assess impact of added sewage flow on Lansdowne Road WWTP capacityloperation. I. I/ I. li i I !
