The existing sewage lagoons would be used only to treat wet weather
Section 4.0 - Blackbum Treatment Options flows > 2*ADWF. A schematic representation of this option is presented in Figure 4.5. An VI reduction program is to be initiated and completed to reduce the volume of wastewater being treated in the lagoons during wet weather and snowmelt conditions. The existing Mackus Road purnpstation would be upgraded and modifications constructed at the Blackburn WWTP to handle excess flow >2*ADWF. It is believed that the Lansdowne Road WWTP has sufficient capacity to handle the projected future 2*ADWF hydraulic and BODOS loadings hm the Blackbum sewage collection area. All wet weather flow > 2*ADWF will be diverted to the existing Blackbum WWTP for treatment. Key activities or capital works associated with this option are as follows: Implement VI reduction prbgram. Upgrade Mackus Road purnpstation to handle projected increased flows. Construct trunk gravity sewer to transfer dry weather flow from Blackbum sewerage area to Lansdowne Road WWTP. Upgrade downtown sewage collection system to handle 2*AD\VF h m Blackbum sewerage area. Key technical issues associated with this option are as follows: Extent to which the I/l reduction program is able to reduce peak wet weather flows must be evaluated. City must maintain Blackbum WWTP; O&M costs associated with lagoon operation will not be significantly lower than for current operation. 0 Expansion of the existing lagoons will not be required. Ammonia toxicity of lagoon effluent needs to be addressed. Major capital works needed to transfer flows to Lansdowne Road WWTF'. 0 Condition and capacity of the existing Mackus Road pumpstation must be evaluated. Details for pipeline routes for transferring Blackbum sewage flows to Lansdowne Road WWTP must be evaluated, as well as modifications required to divert wet weather flows to Blackbum WWTP. Ammonia toxicity issue partially addressed at Lansdowne Road WWTP.
