Section 4.0 - Blackbum Treatment Options When compared to the use of lagoons only, the inclusion of nitrifying RBCs into the process train increases the capital cost of this option by approximately $1 .O M, or 75 percent. 4.7 OPTION 7 - DECOMMISSION EXISTING BLACKBURN WWTP AND REPLACE WITH A NEW SECONDARY TREATMENT PLANT 4.7.1 Outline In this option the existing sewage lagoons would be decommissioned and replaced with a new secondary wastewater treatment plant with an ultimate design population of 5,000 persons. It is expected that conventional secondary treatment technology (either extended aeration, RSCs or SBRs) would be required. For the purpose -of this analysis, it has been assumed that a conventional activated sludge process will be used to achieve BODS and TSS removal. The issue of ammonia toxicity would be addressed by incorporating year-round nitrification into the process design using an extended aeration oxidation ditch process. A schematic representation of this option is presented in Figure 4.7. An yI reduction program is to be implemented to reduce the volume of wastewater being treated during wet weather and snowmelt conditions. The existing Mach Road pumpstation would be upgraded. Key activities or capital works associated with this option are as follows: Implement VI reduction program. Decommission Blackbum sewage lagoons and replace with new mechanical wastewater treatment plant. Upgrade Mackus Road pumpstation to handle projected flows. Address ammonia toxicity issue by incorporating nitrification into the process design. Key technical issues associated with this option are as follows: Extent to which the I/I reduction program will reduce peak wet weather flows must be evaluated. City must maintain the Blackbum WWTP; capital and O&M costs associated with a new mechanical plant at Blackbum will be significantly greater than for current lagoon operation.
