owned by otlier parties they would be adjudged a nuisance<br />

by the prison <strong>of</strong>ficials.<br />

<strong>The</strong> convict camps are in good condition and faithfully<br />

cared for. <strong>The</strong> w<strong>at</strong>er supply comes from deep and driven<br />

wells and appears to be <strong>of</strong> good equality. <strong>The</strong> privies<br />

receive careful and system<strong>at</strong>ic <strong>at</strong>tention<br />

each day and are<br />

kept in far better condition than those <strong>of</strong> the same type in<br />

any other St<strong>at</strong>e institution, and I doubt if the care taken<br />

<strong>at</strong> the camps is excelled anywhere. At Castle Hayne the<br />

percentage <strong>of</strong> sick was very much larger than <strong>at</strong> the other<br />

camps, but they were principally malarial cases and are no<br />

doubt caused by the large amount <strong>of</strong> excav<strong>at</strong>ion going on.<br />

I would advise the construction <strong>of</strong> cisterns <strong>at</strong> this camp in<br />

order to provide a supply <strong>of</strong> drinking w<strong>at</strong>er, but care<br />

should be taken to have the ro<strong>of</strong>s washed clean from, any<br />

deposit <strong>of</strong> dust from the ground rock before collecting the<br />

w<strong>at</strong>er. At all <strong>of</strong> the camps I consider it advisable to carry<br />

the foul w<strong>at</strong>er by a drain-pipe to a much gre<strong>at</strong>er distance<br />

than is now done, as there is considerable stagnant w<strong>at</strong>er<br />

in all <strong>of</strong> the open drains. In three cases an extension <strong>of</strong><br />

a few hundred feet will reach running w<strong>at</strong>er. At Caledonia<br />

a large amount <strong>of</strong> ditching has been done and the<br />

draining <strong>of</strong> the swamps has resulted in a gre<strong>at</strong> improvement<br />

in the health <strong>of</strong> the convicts.<br />

This institution gets its supply <strong>of</strong> w<strong>at</strong>er from a large well<br />

on the premises.<br />

<strong>The</strong>re are no sanitary fixtures in general<br />

use on account <strong>of</strong> the difficulty <strong>of</strong> disposing <strong>of</strong> the sewage,<br />

objections having been made to discharging it into the nearest<br />

branch by parties living farther down. <strong>The</strong> kitchen<br />

wastes are discharged <strong>at</strong> a good distance from the building<br />

and on a lower level than where the well is loc<strong>at</strong>ed.<br />

<strong>The</strong> privies are <strong>of</strong> the box p<strong>at</strong>tern and are not as well
