opinions and a gre<strong>at</strong> many adverse opinions to be given.<br />

In answering the query I would say, in regard to bacteriological<br />

examin<strong>at</strong>ions, the general policy <strong>of</strong> the Marine<br />

Hospital Service, in so far as it could never examine all<br />

the kinds <strong>of</strong> w<strong>at</strong>er th<strong>at</strong> would be submitted to it, if it<br />

would signify its willingness to do so, is to bring before<br />

the authorities <strong>of</strong> the St<strong>at</strong>e the necessity for these examin<strong>at</strong>ions,<br />

and to encourage home sanit<strong>at</strong>ion, which is the<br />

sanit<strong>at</strong>ion to be desired. <strong>The</strong> hospital service is now open<br />

for instruction <strong>of</strong> represent<strong>at</strong>ives from St<strong>at</strong>e and municipal<br />

authorities, for the purpose <strong>of</strong> giving them the necessary<br />

inform<strong>at</strong>ion for making these examin<strong>at</strong>ions. A complete<br />

labor<strong>at</strong>or}^ for making the experiments is not necessary.<br />

It is earnestly desired th<strong>at</strong> the St<strong>at</strong>es v»all give it<br />

their <strong>of</strong>ficial recognition and send represent<strong>at</strong>ives. All<br />

m<strong>at</strong>erials will be furnished gr<strong>at</strong>is.<br />

In regard to the character <strong>of</strong> the w<strong>at</strong>er, if the signs <strong>of</strong><br />

the sewerage <strong>of</strong> the city should continue to be found in the<br />

w<strong>at</strong>er, I should unhesit<strong>at</strong>ingly condemn it as suspicious.<br />

It is especially so <strong>of</strong> well w<strong>at</strong>er. If you have an examin<strong>at</strong>ion<br />

made <strong>of</strong> a well, and the analysis proves to be fair<br />

or good, it does not follow th<strong>at</strong> within six weeks the w<strong>at</strong>er<br />

may not become contamin<strong>at</strong>ed. <strong>The</strong> examin<strong>at</strong>ions should<br />

be made <strong>of</strong>ten enough to establish the purity <strong>of</strong> the w<strong>at</strong>er.<br />

<strong>The</strong> appar<strong>at</strong>us for examining the w<strong>at</strong>er is so simple and<br />

so inexpensive—the most expense is the microscope and it<br />

can be gotten for $75—th<strong>at</strong> the county with a hundred and<br />

fifty dollars can purchase sufficient appar<strong>at</strong>us for the examin<strong>at</strong>ions.<br />

<strong>The</strong> course in Washington is six weeks in dur<strong>at</strong>ion.<br />

<strong>The</strong> question was asked th<strong>at</strong> if to a certain sample <strong>of</strong><br />

w<strong>at</strong>er one drop <strong>of</strong> permangan<strong>at</strong>e <strong>of</strong> potash be added and<br />

the w<strong>at</strong>er set aside for an hour or two and still retain the<br />

peculiar color would he consider th<strong>at</strong> w<strong>at</strong>er drinkable.<br />
