MARITIME QUARANTINE.<br />
It is with gre<strong>at</strong> regret th<strong>at</strong> I report the failure so far on<br />
the part <strong>of</strong> the City <strong>of</strong> AMbniugtoii to avail itself <strong>of</strong> the<br />
opportunity to secure a first-class quarautiue st<strong>at</strong>ion, with<br />
all the modern improvements, <strong>at</strong> Southport. It will be<br />
remembered th<strong>at</strong> as the result <strong>of</strong> the well-planned, earnest<br />
efforts <strong>of</strong> Drs. Thomas, Burbauk and others the last Legisl<strong>at</strong>ure<br />
appropri<strong>at</strong>ed $20,000 for th<strong>at</strong> purpose upon condition<br />
th<strong>at</strong> the City <strong>of</strong> Wilmington supplement it with |5,000.<br />
This condition the Board <strong>of</strong> Aldermen <strong>at</strong> its last meeting<br />
refused to comply with, proposing iiistead to ask the United<br />
St<strong>at</strong>es tiuthorities to take charge. Whether they will do so<br />
or not remains to be seen, but in any event it is a gre<strong>at</strong><br />
disappointment not to have our own st<strong>at</strong>ion.<br />
MEETINGS OF HEALTH ASSOCTATIONS.<br />
In obedience to instructions from the President <strong>of</strong> the<br />
Board I <strong>at</strong>tended the Pan-American Medical Congress <strong>at</strong> its<br />
first session in the city <strong>of</strong> Washington in September last.<br />
Being present as a deleg<strong>at</strong>e from our St<strong>at</strong>e Board <strong>of</strong> Health,<br />
I <strong>at</strong>tended almost exclusively the session on Hygiene, Clim<strong>at</strong>ology<br />
and Demography.<br />
In October in company with Mr. J. C. Chase I <strong>at</strong>tended<br />
the Intern<strong>at</strong>ional Congress <strong>of</strong> Public Health, which met<br />
with the American Public Health Associ<strong>at</strong>ion in the city<br />
<strong>of</strong> Chicago. While the number <strong>of</strong> deleg<strong>at</strong>es from abroad<br />
was very limited the meeting was both interesting and<br />
instructive. At both <strong>of</strong> these g<strong>at</strong>herings your Secretary<br />
obtained new ideas and had his sanitary zeal quickened.<br />
In conclusion, I am proud to say th<strong>at</strong> in looking back<br />
over the past year it is clear th<strong>at</strong> the cause <strong>of</strong> preventive<br />
medicine in <strong>North</strong> <strong>Carolina</strong> has gained ground. In addition<br />
to the particular things th<strong>at</strong> have been accomplished
