cause on the })art <strong>of</strong> both the pr<strong>of</strong>ession and the people is<br />

gre<strong>at</strong>er than it was. I feel th<strong>at</strong> we have a right to "thank<br />

God and take courage" in the hope <strong>of</strong> making still gre<strong>at</strong>er<br />

progress the coming, year.<br />

DISCUSSION.<br />

Dr. <strong>Hill</strong> asked if the w<strong>at</strong>er <strong>at</strong> Goldsboro might not have<br />

been made impure by the decomposition <strong>of</strong> the vegetable<br />

m<strong>at</strong>ter in the river.<br />

Dr. Lewis st<strong>at</strong>ed th<strong>at</strong> th<strong>at</strong> was the opinion <strong>of</strong> the<br />

Secretary<br />

until after the analysis <strong>of</strong> the river w<strong>at</strong>er.<br />

<strong>The</strong> question was asked if persons drank th<strong>at</strong> w<strong>at</strong>er continually<br />

would it not show itself in some disease. Dr.<br />

Lewis said th<strong>at</strong> a person may drink very filthy w<strong>at</strong>er<br />

according to the chemical analysis and not be<br />

perceptibly<br />

hurt, while he may drink a chemically pure w<strong>at</strong>er th<strong>at</strong> is<br />

contamin<strong>at</strong>ed with disease germs and be made sick. It<br />

does not follow because persons are not made sick th<strong>at</strong> the<br />

w<strong>at</strong>er is not impure. <strong>The</strong> filthiness <strong>of</strong> the w<strong>at</strong>er only<br />

affords better opportunity for the development <strong>of</strong> the germs.<br />

<strong>The</strong> authorities should receive full power from the Legisl<strong>at</strong>ure<br />

to have charge over the w<strong>at</strong>er-shed. <strong>The</strong> law is <strong>of</strong><br />

a most rigid character. A man is severely punished for<br />

throwing m<strong>at</strong>ter which has not been disinfected upon the<br />

w<strong>at</strong>er-shed<br />

Dr. Faison said th<strong>at</strong> the w<strong>at</strong>er <strong>of</strong><br />

Cliarlotte was decidedly<br />

foul and full <strong>of</strong> germs and he wanted to know if there was<br />

any arrangement or any money by which the Board might<br />

help the city.<br />

Dr. Kinyoun was asked for his advice u})on the subject.<br />

Dr. Kinyoun—To explain all the qualities <strong>of</strong> drinking<br />

w<strong>at</strong>er, even from the bacteriological point <strong>of</strong> view, would<br />

mean man}'- hours, for there are a gre<strong>at</strong> many favorable<br />
