modern improvements for our chief seaport, a work <strong>of</strong> the<br />
liighest value, from a sanitary point <strong>of</strong> view, to the St<strong>at</strong>e,<br />
•cannot be credited to our Board, it is gr<strong>at</strong>ifvino- to know<br />
th<strong>at</strong> the leader in th<strong>at</strong> movement was one <strong>of</strong><br />
Dr. George G. Thomas, who v\'as<br />

•others. Thanks to their efforts and to our enlightened and<br />
progressive Legisl<strong>at</strong>ure <strong>North</strong> <strong>Carolina</strong> will soon be abreast<br />
<strong>of</strong> the most advanced communities in the m<strong>at</strong>ter <strong>of</strong> maritime<br />
quarantine protection.<br />
In the performance <strong>of</strong> the duty imposed upon me in<br />
Section 9 <strong>of</strong> the Act Rel<strong>at</strong>ing to the Board <strong>of</strong> Health I<br />
prepared the following 23amphlet containing Instructions<br />
for Quarantine and Disinfection :<br />
INSTRUCTIONS FOR QUARANTINE AND DISINFECTION.<br />
EXTRACT FROM SECTION NINE OF AN ACT RELATING TO THE BOARD<br />
OF HEALTH, RATIFIED MARCH i, 1S93.<br />
"Iiilaud quarantine shall be uuder the control <strong>of</strong> the County Superintendent <strong>of</strong><br />
Health, who shall see th<strong>at</strong> diseases especially dangerous to the public health, viz.:<br />
small-pox, diphtheria, scarlet fever, yellow fever, typhus fever and cholera, are properlj'<br />
quarantined and isol<strong>at</strong>ed within t\vent3--four hours after the case is brought to his<br />
knowledge; and th<strong>at</strong> after the de<strong>at</strong>h or recovery' or removal <strong>of</strong> a person sick <strong>of</strong> either<br />
<strong>of</strong> the diseases mentioned, the rooms occupied and the articles used by the p<strong>at</strong>ient are<br />
thoroughlj- disinfected in the manner set forth in the printed instructions, both as to<br />
quarantine and disinfection, which shall be furnished him bj' the Secretary <strong>of</strong> the<br />
St<strong>at</strong>e Board <strong>of</strong> Health. <strong>The</strong> expense <strong>of</strong> the quarantine and <strong>of</strong> the disinfection shall be<br />
t>orne by the householder in whose family the case occurs, if able, otherwise by the cit}',<br />
town or county <strong>of</strong> which he is a resident. * * * Any person neglecting<br />
or refusing to comply with or in any way viol<strong>at</strong>ing the rules promulg<strong>at</strong>ed in the<br />
manner above set forth on the subjects <strong>of</strong> quarantine and disinfection shall be deemed<br />
guiltj- <strong>of</strong> a misdemeanor, and upon conviction shall be fined or imprisoned, <strong>at</strong> the discretion<br />
<strong>of</strong> the court, not less than five nor more than fifty dollars, or less than ten nor<br />
more than thirtj' daj's. * * * In any city or incorpor<strong>at</strong>ed town having a regularly<br />
appointed medical health <strong>of</strong>ficer who is a member <strong>of</strong> the County Board <strong>of</strong> Health, the<br />
duties assigned in this section to the Count}' Superintendent <strong>of</strong> Health shall be performed<br />
by the said medical health <strong>of</strong>ficer for the people <strong>of</strong> his city or town. * * * "<br />
1. Every person sick <strong>of</strong> either <strong>of</strong> the diseases mentioned in the above<br />
•extract from section nine should be immedi<strong>at</strong>ely isol<strong>at</strong>ed, with his nurses,<br />
in a separ<strong>at</strong>e room, if there is one. and nothing: should be taken out <strong>of</strong>
