only one opposing the approi)ri<strong>at</strong>ion. As soon as a majority<br />
had been heard from, reahzing the importance <strong>of</strong> getting to<br />
work on the Quaraiitine St<strong>at</strong>ion <strong>at</strong> the earliest possible<br />
moment, I wrote to his Excellency Governor Carr, who<br />
was then <strong>at</strong> Rocky Mount, which letter was delayed in<br />
reaching him.<br />
Immedi<strong>at</strong>ely npon his return to the capital<br />
I laid the m<strong>at</strong>ter with the correspondence before him.<br />
appointed an hour the same afternoon for me to call for his<br />
decision, but before it arrived he was unexpectedly summoned<br />
to Newbern. On his return, having received replies<br />
from every member <strong>of</strong> the Board, I addressed to him this<br />
communic<strong>at</strong>ion:<br />
His Excellency Elias Carr, Governor <strong>of</strong> Xorili Cnroluia,<br />
May ], <strong>1893</strong>.<br />
Sir:—Since my communic<strong>at</strong>ion <strong>of</strong> the 17th ult., addressed to you <strong>at</strong><br />
Rock j'^ Mount, st<strong>at</strong>ing th<strong>at</strong> "replies from a majority (<strong>of</strong> the Board <strong>of</strong><br />
Health) expressing the opinion th<strong>at</strong> 'the entrance <strong>of</strong> cholera into the<br />
port<strong>of</strong> Wilmington as imminent' had been received," I have heard from<br />
every member. <strong>The</strong> replies from eight are as above, and from one to the<br />
effect th<strong>at</strong> the entrance <strong>of</strong> cholera is no more imminent now than <strong>at</strong> the<br />
time <strong>of</strong> the passage <strong>of</strong> the act.<br />

I beg to dissent from th<strong>at</strong> oiiinion, for the<br />
reason th<strong>at</strong> a number <strong>of</strong> fresh cases have occurred on the west coast <strong>of</strong><br />
Europe since the adjournment <strong>of</strong> the Legisl<strong>at</strong>ure, and sanitarians now<br />
consider the outlook for the summer very gloomy.<br />
<strong>The</strong> Quarantine Board <strong>of</strong> Wilmington now awaits the concurrence <strong>of</strong><br />
your Excellency in the opinion <strong>of</strong> the St<strong>at</strong>e Board <strong>of</strong> Health, a.s required<br />
by the act, before beginning this work <strong>of</strong> such gre<strong>at</strong> importance in protecting<br />
the port and St<strong>at</strong>e from, the scourge which thre<strong>at</strong>ens us. With<br />
