were to be elected only <strong>at</strong> the expir<strong>at</strong>ion <strong>of</strong> the terms <strong>of</strong><br />
the present members; each new member being elected for<br />
six years.<br />
Sec. 3. <strong>The</strong> important part <strong>of</strong> this section is the duty <strong>of</strong><br />
the Board to inspect the public institutions <strong>of</strong> the St<strong>at</strong>e,<br />
and the Secretary explained th<strong>at</strong> before any action was<br />
taken he had communic<strong>at</strong>ed with the chief <strong>of</strong>ficers<br />
<strong>of</strong> the<br />
asylums and <strong>of</strong> the Penitentiary and they had expressed<br />
the opinion th<strong>at</strong> such inspection would be very proper and<br />
desirable. <strong>The</strong> section was approved ; but l<strong>at</strong>er Dr. .J. W.<br />
Jones thought th<strong>at</strong> the inspection <strong>of</strong> the<br />
stockades should<br />
be made <strong>of</strong>tener than once a year, as frequently a stockade<br />
was not in existence so long as a year, and in th<strong>at</strong> event it<br />
might not be inspected <strong>at</strong> all.<br />
An amendment was added<br />
much <strong>of</strong>tener as<br />
to the section, providing for inspection as<br />
requested by the "Board <strong>of</strong> Charities." <strong>The</strong> Secretary said<br />
th<strong>at</strong> he had considered the advisability <strong>of</strong> having the<br />
superintendents <strong>of</strong> the public institutions make monthly<br />
reports to the Board <strong>of</strong> Health, but as the}' have to keep a<br />
record <strong>of</strong> these things any way, and include them in their<br />
regular reports, he thought it<br />
upon them.<br />

Sec. 5. This section was amended so as to make eligible<br />
to membership in the County Boards <strong>of</strong> Health all properly<br />
registered physicians.<br />
Sec. 6. Dr. Hodges thought the law regarding fines<br />
against Superintendents had been a dead law ;<br />
th<strong>at</strong> he believed<br />
these fines had never been collected. He had <strong>at</strong><br />
times been delinquent in sending in his reports when he<br />
was a Superintendent and had never paid a fine. <strong>The</strong> Secretary<br />
explained th<strong>at</strong> heret<strong>of</strong>ore it had not been oblig<strong>at</strong>ory<br />
on the Secretarv to notifv the Countv Commissioners <strong>of</strong> the
